In the absence of Chair Bowman and Vice Chair Throckmorton, Rep. Seitz and Rep. Bourdeaux chaired the meeting.

Chair Seitz called the meeting to order 8:10 a.m.

MOTION:    Rep. Parker moved to approve the minutes of the January 31, 2002 meeting. The motion passed unanimously, with Rep. Aagard and Rep. Bourdeaux absent for the vote.

H.B. 143    Restrictions on Sexually Explicit Email (B. Winn)

Explained the bill:    Rep. Winn
            Paula Houston, Obscenity and Pornography Complaints Ombudsman, Attorney General's Office        

MOTION:    Rep. Wallace moved to pass the bill out favorably. The motion passed unanimously.

Rep. Seitz relinquished the chair to Rep. Bourdeaux.

H.B. 130    Veterans' Homes (G. Adair)

Explained the bill:    Rep. Adair
            Terry Schow, Division of Veterans' Affairs

MOTION:     Rep. Beck moved to adopt the following amendments:

1.    Page 5, line 145:    Delete "office" and insert "division"

2.    Page 5, line 150:    After "2002-03" insert "only"

The motion passed unanimously.


Rep. Ray moved to pass the bill out favorably as amended. The motion passed unanimously.

H.B. 176    Leave of Absence for Disabled Employees (C. Bennion)

Spoke for the bill:    Kelly Atkinson, Executive Director, Fraternal Order of Police

MOTION:    Rep. Wallace moved to delete in title and body H.B. 176 and replace it with 1st Substitute
            H.B. 176. The motion passed unanimously, with Rep. Winn absent for the vote.

MOTION:    Rep. Beck moved to pass 1st Substitute H.B. 176 out favorably. The motion passed unanimously.

S.B. 62    Tax Commission Criminal Investigators Designation as Special Function Officers
            (C. Bramble)

MOTION:    Rep. Ray moved to adopt the following amendments:

1.    Page 3, line 74:    After "violation" insert ", and the referring agency has notified the juvenile court of the referral"

The motion passed unanimously.

MOTION:    Rep. Seitz moved to pass the bill out favorably as amended. The motion passed unanimously.

H.B. 101    Racial Profiling (D. Bourdeaux)

H.B. 101 was not considered at this meeting.


MOTION:    Rep. Ray moved to adjourn the meeting. The motion passed unanimously.
