Chair Bowman called the meeting to order at 8:07 a.m.

MOTION:    Rep. Wallace moved to approve the minutes of the February 7, 2002 meeting. The motion passed unanimously, with Rep. Bourdeaux, Rep. Parker, Rep. Ray, Rep. Seitz, and Rep. Throckmorton absent for the vote.

Chair Bowman relinquished the chair to Vice Chair Throckmorton.

H.B. 247    Fire Prevention and Safety Amendments (C. Beshear)

Explained the bill:    Rep. Beshear
                Gary A. Wise, State Fire Marshall

MOTION:    Rep. Bowman moved to delete in title and body H.B. 247 and replace it with 1st Substitute H.B. 247. The motion passed unanimously, with Rep. Seitz absent for the vote.

MOTION:    Rep. Wallace moved to pass the bill out favorably.

SUBSTITUTE
MOTION:    Rep. Ray made a substitute motion to return the bill to the House Rules Committee. The motion failed, with Rep. Ray and Rep. Throckmorton voting in favor, and Rep. Bowman and Rep. Seitz absent for the vote.

The original motion passed, with Rep. Ray and Rep. Throckmorton voting in opposition, and Rep. Bowman and Rep. Seitz absent for the vote.



    


H.B. 313    Emergency Services Caller Locater (T. McCartney)

MOTION:     Rep. Ray moved to amend the bill as follows:

1.    Page 1, Line 24:    After "assistance" insert ", including geographic data standards compliant with the State Geographic Information Database, created in Section 63A-6-203,"

2.    Page 2, Line 30:    After "level;" delete "and"

3.    Page 2, Line 31:    After "Commission" delete "." and insert ";"

4.    Page 2, Line 31:    After line 31 insert:
        "(e) necessary geographic data standards compliant with the State Geographic Information Database, created in Section 63A-6-203, for location of an emergency and response routing; and
        (f) the integration of wireless technology into the 911 system.
"

The motion passed unanimously, with Rep Bowman absent for the vote.

MOTION:     Rep. Ray moved to amend the bill as follows:

1.     Page 1, Line 6:        After “ requiring” delete “ the bureau to plan for a statewide 911 system. The act also

2.     Page 1, Line 7        Delete “ requires

3.     Page 1, Line 8        After “ 2002” insert “ regarding a statewide 911 system

4.     Page 1, Lines 24-25:    Delete Lines 24-25

5.    Page 2, Line 31:        After line 31 insert:
                    
" (g) plans for a statewide 911 system and provisions for technical assistance,                     including geographic data standards compliant with the State Geographic                          Information Database, created in Section 63A-6-203, and coordination to                     Public Safety Answering Points."

The motion passed unanimously.



MOTION:     Rep. Ray moved to amend the bill as follows and pass the bill out favorably:

1.     Page 2, Line 30:        After “fund a” delete “statewide service level” and insert “consistent level of service statewide

The motion passed unanimously.

H.B. 142    Public Safety Communications Network (D. Ure)

H.B. 142 was not considered.

MOTION:    Rep. Seitz moved to adjourn the meeting. The motion passed unanimously.

Vice Chair Throckmorton adjourned the meeting at 9:02 a.m.
