Rep. Johnson called the meeting to order at 8:07 a.m.

MOTION:    Rep. Donnelson moved to approve the minutes of the January 31, 2002 meeting. The motion passed unanimously with Rep. Biskupski, Rep. Cox, Rep. Styler, and Rep. Urquhart absent for the vote.


H.B. 172    Vehicle Safety Inspection Amendments (W. Harper)

Rep. Harper introduced H.B. 172 and explained it to the committee.

Spoke in favor of the bill:    Greg Lundell, Utah Highway Patrol
                    Wayne Jones, Independent Auto Dealers Association
                    Craig Bickmore, Utah Auto Dealers Association
                    Dave Creer, Utah Trucking



Spoke to the bill:            Brent Bradford, Department of Environmental Quality

MOTION:    Rep. Biskupski moved to amend the bill as follows:

Page 8, Line 238:    After “2003" insert “except for section 41-6-163.6 which takes effect on July 1, 2003"

The motion passed with Rep. Philpot absent for the vote.

MOTION:    Rep. Cox moved to pass the bill out favorably as amended.

SUBSTITUTE
MOTION:    Rep. Barrus moved to amend the bill as follows:

Page 1, Line 9:    After “ inspections.” delete the remainder of the line

Page 1, Line 10:    Delete “ establishment of a safety inspection apprenticeship program.

Page 6, Line 161:    Delete line 161 and renumber remaining subsections accordingly

The motion passed with Rep. Anderson, Rep. Buttars, Rep. Cox, Rep. Donnelson, and Rep. Gowans voting in opposition.

MOTION:    Rep. Urquhart moved to pass the amended bill out favorably.

SUBSTITUTE
MOTION:    Rep. Peterson moved to further amend the bill as follows:

1.     Page 8, Line 225:        Delete “$7" and reinstate “$5"
2.     Page 8, Line 226:        Delete “$15" and reinstate “ $9"
3.     Page 8, Line 227:        Delete “$20" and reinstate “$12"

The motion failed on a tie vote, six in favor and six in opposition.

Rep. Urquhart's original motion to pass the bill out favorably passed unanimously with Rep. Philpot absent for the vote.

Rep. Johnson relinquished the chair to Rep. Urquhart.




H.J.R. 21    Resolution Encouraging Congressional Approval of Farm Bill (C. Buttars)


Rep. Buttars introduced H.J.R. 21 and explained it to the committee. He was assisted by Wes Quinton of the Utah Farm Bureau.

MOTION:    Rep. Buttars moved to amend the resolution as follows:

1.     Page 2, Line 33:    After “1731" insert “or any other farm bill proposal” and after “Amendment” insert “or similar water acquisition program”

2.     Page 2, Line 37:    After “pass” delete “the” and insert “farm bill”

The motion passed unanimously with Rep. Biskupski and Rep. Philpot absent for the vote.

MOTION:    Rep. Cox moved to pass the resolution out favorably as amended. The motion passed unanimously with Rep. Biskupski and Rep. Philpot absent for the vote.


MOTION:    Rep. Anderson moved to adjourn. The motion passed unanimously with Rep. Biskupski absent for the vote.
