Rep. Urquhart called the meeting to order at 7:33 a.m.

MOTION:    Rep. Anderson moved to approve the minutes from the February 26, 2002 meeting. The motion passed unanimously with Rep. Biskupski, Rep. Peterson, and Rep. Styler absent for the vote.


H.B. 158    Safe Drinking Water Act Amendments (G. Donnelson)

Rep. Donnelson introduced H.B. 158 and explained it to the committee. He was assisted by Lloyd Selleneit of Natural Products Company.

Page 1, Line 6:    Delete “United States Food and Drug Administration” and insert “American Water Works Association”

Page 1, Lines 16-18:    Delete “as safe for human consumption and effective for the prevention, mitigation, or treatment of disease by the United States Food and Drug Administration” and insert “by the American Water Works Association

Page 1, Line 22:    Delete “Level Goals” and insert “Levels”

The motion to amend the bill failed on a tie vote.

Dr. Richard Melton and Lewis Garrett responded to questions of committee members.

The motion to pass the bill out favorably passed with Rep. Anderson, Rep. Biskupski, Rep. Fife, Rep. Gowans, and Rep. Styler voting in opposition to the motion.


H.J.R. 25    Resolution on Utah Athletic Foundation (D. Ure)

MOTION:    Rep. Johnson moved to adopt in title and body 1st Substitute H.J.R. 25. The motion passed unanimously.

MOTION:    Rep. Johnson moved to amend the resolution as follows:

Page 3, Line 71:    After “Governor” delete “and” and insert “,” and after “Senate” insert “, and the Speaker of the House of Representatives”

The motion to amend passed unanimously.




Rep. Ure introduced 1st Substitute H.J.R. 25 and explained it to the committee. He was assisted by Lane Beattie, Olympics Office.

MOTION:    Rep. Johnson moved to pass the resolution as amended out favorably. The motion passed with Rep. Biskupski voting in opposition to the motion and Rep. Buttars and Rep. Fife absent for the vote.

H.J.R. 27    Resolution Authorizing Bear River Migratory Bird Refuge Settlement (B. Ferry)

H.B. 162    Use of Bear River Bird Refuge Settlement Monies (B. Ferry)

MOTION:    Rep. Philpot moved to adopt in title and body 2nd Substitute H.J.R. 27. The motion passed unanimously with Rep. Buttars and Rep. Fife absent for the vote.

MOTION:    Rep. Gowans moved to amend the resolution as follows:

The motion to amend passed unanimously with Rep. Buttars and Rep. Fife absent for the vote.

MOTION:    Rep. Styler moved to amend 1st Substitute H.B. 162 as follows:

Page 2, Line 42:    After “reclamation,” insert “enhancement,”

The motion to amend passed unanimously with Rep. Fife absent for the vote.




MOTION:    Rep. Donnelson moved to pass 1st Substitute H.B. 162 as amended out favorably. The motion passed unanimously with Rep. Fife absent for the vote.

Rep. Urquhart resumed the chair.


H.B. 317    Legislative Task Force Amendments (C. Buttars)

MOTION:    Rep. Buttars moved to amend the bill as follows:

1.    Page 1, Line 24:    Delete " 20 " and insert " 21 "

2.    Page 2, Line 28:    After " political party; " delete " and " and insert " (c) the commissioner of the Department of Agriculture and Food or his designee, who shall be a nonvoting member; and "

3.    Page 2, Line 29:    Delete " (c) " and insert " (d) "

The motion to amend passed unanimously with Rep. Fife absent for the vote.

Rep. Buttars introduced H.B. 317 as amended and explained it to the committee.
