The meeting was called to order by Rep. Hogue at 8:12 a.m.

Motion:    Rep. Murray moved to approve the minutes of January 23, 2002. The motion passed unanimously with Reps. Allen, Becker, Ure and Young absent for the vote.


H.B. 212 S1 Special Service District Amendments (E. Anderson)

Motion:    Rep. Cox moved to delete in title and body 1st Substitute H.B. 212 and to replace it with 2nd Substitute H.B. 212. The motion passed unanimously with a vote of 7-0-4, with Reps. Clark, Cox, Fife, Hogue, Murray, Peterson and Shurtliff voting yes, and Reps. Allen, Becker, Ure and Young absent for the vote.

Rep. Anderson introduced the bill as substituted.

Motion:    Rep. Cox moved that the committee report a favorable recommendation on 2nd Substitute
        H. B. 212. The motion passed unanimously with a vote of 9-0-2, with Reps. Allen, Becker, Clark, Cox, Fife, Hogue, Murray, Peterson and Shurtliff voting yes, and Reps. Ure and Young absent for the vote.



Motion:    Rep. Becker moved that 2nd Substitute H.B. 212 be placed on the Consent Calender. The motion passed unanimously with a vote of 9-0-2, with Reps. Allen, Becker, Clark, Cox, Fife, Hogue, Murray, Peterson and Shurtliff voting yes, and Reps. Ure and Young absent for the vote.


H.B. 116    Attendance At Local Government Meetings by Local Government Officials (M. Thompson)

Rep. Thompson introduced the bill.

Handouts were distributed.

Jerry Grover, Utah County Commission, spoke in favor of the bill.
Dave Spatafore, Utah League of Cities and Towns, spoke against the bill.

Motion:    Rep. Becker moved to adopt the following amendments:

1.    Page 1, Lines 8-9:    Delete "and to provide for deductions from wages or salary for failure to attend"

2.    Page 1, Lines 19-20:    Delete "The penalties may include provisions for deductions from the wages or salary of the members for failure to attend the meetings of the governing body."

3.    Page 2, Lines 30-31:    Delete "The penalties may include provisions for deductions from the wages or salary of the members for failure to attend the meetings of the county legislative body."

The motion passed with a vote of 9-1-1, with Reps. Allen, Becker, Clark, Cox, Fife, Hogue, Murray, Peterson and Shurtliff voting yes, Rep. Peterson voting no, and Rep. Ure absent for the vote.

Motion:    Rep. Murray moved that the committee move to the next item on the agenda.

Substitute Motion:    Rep. Clark moved that the committee report a favorable recommendation on H.B. 116 as amended. The motion passed with a vote of 6-4-1, with Reps. Allen, Becker, Clark, Cox, Hogue and Peterson voting yes, Reps. Fife, Murray, Shurtliff and Young voting no, and Rep. Ure absent for the vote.


H.B. 254    Firemen's Civil Service Council Amendments (J. M. Philpot)

Rep. Philpot introduced the bill.




Alan Dayton, Salt Lake County Deputy Mayor, further explained the bill.

Fred Finlinson, representing Salt Lake County, spoke in favor of the bill.

Motion:    Rep. Murray moved that the committee report a favorable recommendation on H.B. 254.
        The motion passed unanimously with a vote of 9-0-2, with Reps. Allen, Becker, Clark, Cox, Fife, Hogue, Murray, Peterson and Shurtliff voting yes, and Reps. Ure and Young absent for the vote.


H.B. 184    Impact Fees Act Amendments (G. Way)

Motion:    Rep. Allen moved to hold H.B. 184 until the next meeting. The motion passed unanimously with a vote of 9-0-2, with Reps. Allen, Becker, Clark, Cox, Fife, Hogue, Murray, Peterson and Shurtliff voting yes, and Reps. Ure and Young absent for the vote.


S.B. 18    Uniform Withdrawal Procedures for Special Districts (D. Gladwell)

Motion:    Rep. Cox moved that the committee report a favorable recommendation on S.B. 18. The motion passed unanimously with a vote of 9-0-2, with Reps. Allen, Becker, Clark, Cox, Fife, Hogue, Murray, Peterson and Shurtliff voting yes, and Reps. Ure and Young absent for the vote.


Motion:    Rep. Cox moved to adjourn. The motion passed unanimously and the meeting adjourned at 9:05 a.m.
