The meeting was called to order by Rep. Cox, Vice-Chair, at 4:00 p.m.

Motion:    Rep. Murray moved to approve the minutes of January 25, 2002. The motion passed unanimously with Reps. Allen, Becker, Clark, Shurtliff and Ure absent for the vote.

S.B. 35    Voter Residence Where Lot Is Divided by County Boundary Line (C. Walker)

Senator Walker introduced the bill.

Jennifer Spatig, Draper City, spoke in favor of the bill.

Motion:    Rep. Hogue moved that the committee report a favorable recommendation on S.B. 35. The motion passed unanimously with a vote of 6-0-5, with Reps. Cox, Fife, Hogue, Murray, Peterson and Young voting yes, and Reps. Allen, Becker, Clark, Shurtliff and Ure absent for the vote.

H.B. 184    Impact Fees Act Amendments (G. Way)

Motion:    Rep. Young moved to delete in title and body H.B. 184 and to replace it with 2nd Substitute H.B. 184. The motion passed unanimously with a vote of 6-0-5, with Reps. Cox, Fife, Hogue, Murray, Peterson and Young voting yes, and Reps. Allen, Becker, Clark, Shurtliff and Ure absent for the vote.



Rep. Way introduced the substitute bill.

Taz Biesinger, Utah Home Builders Assn., further explained the bill.

Jan T. Furner, Utah Association of Special Districts, spoke in opposition of the bill.
Chris Gamvroulas, Ivory Homes, spoke in favor of the bill.

Motion:    Rep. Allen moved that the committee report a favorable recommendation on 2nd Substitute H.B. 184. The motion passed unanimously with a vote of 6-0-5, with Reps. Allen, Cox, Fife, Murray, Peterson and Young voting yes, and Reps. Becker, Clark, Hogue, Shurtliff and Ure absent for the vote.

Motion:    Rep. Fife moved to adjourn. The motion passed unanimously and the meeting adjourned at 4:21 p.m.
