H.B. 334    County and Municipal Campaign Finance Amendments (T. Beck)

Motion:    Rep. Shurtliff moved to adopt the following amendment:

1.    Page 4, Line 94:    Delete "shall" and insert "may"

The motion passed with a vote of 6-0-5, with Reps. Cox, Hogue, Murray, Peterson, Shurtliff and Young voting yes, and Reps. Allen, Becker, Clark, Fife and Ure absent for the vote.

Cassie Dippo, Common Cause of Utah, spoke for the bill.

Motion:    Rep. Murray moved that the committee report a favorable recommendation on H.B. 334 as amended. The motion passed with a vote of 7-0-4, with Reps. Cox, Fife, Hogue, Murray, Peterson, Shurtliff and Young voting yes, and Reps. Allen, Becker, Clark and Ure absent for the vote.

2nd Sub. H.B. 324    Protection of Unincorporated Areas in Counties of the First Class (A. L. Tyler)

Motion:    Rep. Hogue moved to adopt the following amendments:



1.    Page 4, Line 114:    After "(v)" insert "for petitions filed on or after May 6, 2002,"

2.    Page 6, Line 165:    After line 165 insert:
        "(c) Notwithstanding the provisions of Subsection (1)(a), a protest to a petition for annexation may not be filed under this section if the petition for annexation meets the requirements of Subsection 10-2-405(1)(b)."

3.    Page 6, Line 168:    Bracket "30" and insert "60".

4.    Page 8, Line 223:    After "(E)" insert "for petitions filed on or after May 6, 2002,"

5.    Page 10, Line 301:    After "In" insert "counties of the first class, in"

The motion passed unanimously with a vote of 7-0-4, with Reps. Cox, Fife, Hogue, Murray, Peterson, Shurtliff and Young voting yes, and Reps. Allen, Becker, Clark and Ure absent for the vote.

Motion:    Rep. Murray moved that the committee report a favorable recommendation on 2nd Substitute H.B. 324 as amended. The motion passed with a vote of 7-1-3, with Reps. Allen, Fife, Hogue, Murray, Peterson, Shurtliff and Young voting yes, Rep. Becker voting no, and Reps. Clark, Cox and Ure absent for the vote.

Motion:    Rep. Shurtliff moved to adopt the minutes of February 25, 2002. The motion passed unanimously with a vote of 8-0-3, with Reps. Allen, Becker, Fife, Hogue, Murray, Peterson, Shurtliff and Young voting yes, and Reps. Clark, Cox and Ure absent for the vote.

H.B. 330    Use of County General Fund Expenses (E. Hutchings)

Motion:    Rep. Shurtliff moved to adopt the following amendment:

1.    Page 3, Line 60:    After "the area" insert "has fewer than 1500 residents and"

The motion passed unanimously with a vote of 8-0-3, with Reps. Allen, Becker, Fife, Hogue, Murray, Peterson, Shurtliff and Young voting yes, and Reps. Clark, Cox and Ure absent for the vote.




Mike Jensen, Salt Lake County Councilman, spoke for the bill.

Motion:    Rep. Allen moved that the committee report a favorable recommendation on H.B. 330 as amended.

Substitute Motion:    Rep. Becker moved to adopt the following amendment:

1.    Page 3, Line 60:    Modify the amendment previously passed to include after "fewer than 1500" the words "part-time or full-time" so the bill will now read:
        After "the area" insert "has fewer than 1500 part-time or full-time residents and"
    
The substitute motion failed with a vote of 4-4-3, with Reps. Becker, Fife, Peterson and Shurtliff voting yes, Reps. Allen, Hogue, Murray and Young voting no, and Reps. Clark, Cox and Ure absent for the vote.

The motion to report H.B. 330 out favorably as amended passed unanimously with a vote of 8-0-3, with Reps. Allen, Becker, Fife, Hogue, Murray, Peterson, Shurtliff and Young voting yes, and Reps. Clark, Cox and Ure absent for the vote.

2nd Sub. S.B. 65    County Law Revisions (D. Gladwell)

LuAnn Adams, Box Elder County, spoke for the bill.

Motion:    Rep. Shurtliff moved that the committee report a favorable recommendation on 2nd Substitute S.B. 65. The motion passed unanimously with a vote 8-0-3, with Reps. Allen, Becker, Fife, Hogue, Murray, Peterson, Shurtliff and Young voting yes, and Reps. Clark, Cox and Ure absent for the vote.

H.B. 165    Expansion of Special Service District Purposes (C. Buttars)

Motion:    Rep. Peterson moved that the committee return H.B. 165 back to the Rules Committee and recommend that the bill be sent to Interim study. The motion passed unaniumously with a vote 8-0-3, with Reps. Allen, Becker, Fife, Hogue, Murray, Peterson, Shurtliff and Young voting yes, and Reps. Clark, Cox and Ure absent for the vote.

Motion:    Rep. Murray moved to adjourn. The motion passed unanimously and the meeting adjourned at 8:55 a.m.
