Chair John E. Swallow called the meeting to order at 4:40 p.m.

MOTION:    Rep. McCartney moved to approve the minutes of February 4, 2002, and February 6, 2002. The motion passed unanimously with Rep. Bennion absent for the vote.


         H.B. 145    Utah Energy Office Amendments (S. Urquhart)
        
        Rep. Urquhart introduced the bill and explained it to the committee.

MOTION:    Rep. Hutchings moved to pass the bill out favorably. The motion passed unanimously with Rep. Aagard absent for the vote.

MOTION:     Rep. Goodfellow moved to have the bill placed on the Consent Calendar.        

        The motion passed unanimously with Rep. Aagard absent for the vote.


                                


        
H.B. 140    Telecommunications Amendments (K. Garn)

        Rep. Garn introduced the bill and explained it to the committee.
        
        The following people spoke in favor of the bill:

MOTION:    Rep. Allen moved the adopt the following amendments:

1.    Page 2, Line 42:    After "wholesale prices that" delete the remainder of line 42 and insert "support the development of competition"

2.    Page 2, Line 43:    At the beginning of line 43 delete "retail level and earn a sustainable profit"

3.    Page 2, Line 46:    After "input from" insert "at least the following"

    The motion passed unanimously.

MOTION:     Rep. Bennion moved to pass the bill out favorably. The motion passed     unanimously.



H.J.R. 26    Resolution Promoting Cooperative Regulatory Environment and Economic Development in Utah (C. Bennion)

    
    Rep. Bennion introduced the bill and explained it to the committee.
    
    Ms. Kathy VanDame, Wasatch Clean Air Coalition spoke to the bill.

    Mr. Dan Tuttle, Magcorps, spoke for the bill.


MOTION:    Rep. Goodfellow moved to pass the bill out favorably. The motion passed unanimously.

MOTION:    Rep. Hutchings moved to place the bill on the Consent Calendar. The motion passed unanimously.

MOTION:    Rep. McCartney moved to adjourn the meeting. The motion passed unanimously.
