MOTION: Rep. McCartney moved to approve the minutes of February 4, 2002, and February 6, 2002. The motion passed unanimously with Rep. Bennion absent for the vote.

Rep. Urquhart introduced the bill and explained it to the committee.
MOTION: Rep. Hutchings moved to pass the bill out favorably. The motion passed unanimously with Rep. Aagard absent for the vote.

1. Page 2, Line 42: After "wholesale prices that" delete the remainder of line 42 and insert "support the development of competition"
2. Page 2, Line 43: At the beginning of line 43 delete "retail level and earn a sustainable profit"
3. Page 2, Line 46: After "input from" insert "at least the following"
