Vice Chair, Rep. Snow called the meeting to order at 8:05 a.m.

Mr. Doug McDonald, Chief Economist, Utah State Tax Commission, presented a report to the committee regarding the manufacturer's sales tax exemption. This report is required by statute to be presented to the Legislature.

MOTION:    The minutes of the February 5, 2002, were approved unanimously with Rep. Daniels, Rep. Garn, Rep. McCartney, and Rep. Swallow absent for the vote.

H.B. 149    Tax Credits for Manufacturing Capital Investments (N. Hansen)

        Rep. Hansen introduced the bill and explained it to the committee with the assistance
        of Mr. Lloyd McCafferty, Williams International, Ogden, Utah.

        Mr. Ron Casino, Executive Director, Weber Economic Development Corporation, spoke in favor of the bill.

        Ms. Sara Meyer, Utah School Board Association, spoke in opposition to the bill.         
MOTION:    Rep. Moss moved to amend as follows:

Page 2, line 53:        After “ 2002,” delete “but beginning on or before December 31, 2007,

Page 4, line 106:         After “ 2002,” delete “but beginning on or before December 31, 2007,

        The motion failed with Rep. Anderson, Rep. Buffmire, Rep. Mascaro, Rep. Moss, and Rep. Seitz voting in favor of the amendment, and Rep. Daniels, and Rep. McCartney absent for the vote.

MOTION:    Rep. Swallow moved to proceed to the next item on the agenda.

SUBSTITUTE
MOTION:    Rep. Styler moved to refer the bill to Interim Study. The motion passed with Rep. Daniels, Rep. Garn, Rep. Holdaway, and Rep. Snow voting in opposition and Rep. McCartney absent for the vote.


H.B. 305    Property Tax Amendments (W. Harper)

        Rep. Harper introduced and explained the bill to the committee.

        Mr. Mark Buchi spoke for the bill and expressed some concerns about some of the bill's language.

MOTION:    Rep. Anderson moved to pass the bill out favorably. The voting was unanimous with Rep. McCartney, Rep. Seitz, and Rep. Swallow absent for the vote.

H.B. 146    Property Tax - Truth in Taxation Amendments (M. Young)

        Rep. Young introduced the bill and explained it to the committee.
        
        Mr. Mike Jerman, Vice President, Utah Taxpayers Association, distributed a handout and spoke in opposition of the bill.

MOTION:    Rep. Holdaway moved to adjourn the meeting. The motion failed with Rep. Holdaway voting in favor of the motion.


MOTION:    Rep. Swallow moved to proceed to the next item on the agenda.


SUBSTITUTE
MOTION:    Rep. Anderson moved to pass the bill out favorably. The motion failed with Rep. Anderson, Rep. Dillree, Rep. Daniels, Rep. McCartney, and Rep. Moss voting in favor.
        
        No vote was taken on the original motion. The Chair proceeded to the next item on
        the agenda.
                
1st Sub. S.B. 118    Distribution of Olympic Special Revenue Fund Monies (M. Waddoups)

        Sen. Waddoups introduced the bill and explained it to the committee.

MOTION:    Rep. Garn moved to pass the bill out favorably.

SUBSTITUTE
MOTION:    Rep. McCartney moved to table the bill. The motion failed with Rep. Daniels, Rep. McCartney and Rep. Moss voting in favor of the motion.
SUBSTITUTE
MOTION:    Rep. Buffmire moved to adjourn. The motion failed with Rep. Buffmire, Rep. Daniels, Rep. McCartney, and Rep. Moss voting in favor of the motion.

The original motion passed with Rep. Buffmire, Rep. Daniels, Rep. McCartney, and Rep. Moss voting in opposition.

MOTION:    Rep. Styler moved to adjourn the meeting. The motion passed.

Vice Chair Snow adjourned the meeting at 9:13 a.m.
