Chair Rep. Harper called the meeting to order at 8:06 a.m.

MOTION:    Rep. Buffmire moved to approve the minutes of February 25, 2002. The motion passed unanimously with Rep. Seitz absent for the vote.

H.B. 302    Tax Credits for Donated Textbooks (M. Thompson)

        Rep. Thompson introduced the bill and explained it to the committee.

MOTION:     Rep. Seitz moved to adopt the following amendment:

1.    Page 3, Line 74:    After "school" insert "a copy of one or more"

2.    Page 3, Line 80:    Delete Line 80

3.     Page 3, Line 81:    Delete "(c)" and insert "(b)"




4.    Page 3, Line 88:    Delete "(d)" and insert "(c)"

5.    Page 4, Line 95:    Delete "(e)" and insert "(d)"

6.    Page 4, Line 99:    Delete "(f)" and insert "(e)"

7.    Page 4, Line 100:    Delete "(g)" and insert "(f)"

8.    Page 5, Line 135:    After "school" insert "a copy of one or more"

        The motion passed unanimously with Rep. Anderson and Rep. Swallow absent for the vote.

        The following people spoke to the bill:

MOTION:    Rep. Seitz moved to proceed to the next item on the agenda.

SUBSTITUTE
MOTION:    Rep. Mascaro moved to pass the bill out favorably. The motion failed with Rep. Harper and Rep. Mascaro voting in favor of the motion, and Rep. Anderson, Rep. Buffmire, and Rep. Swallow absent for the vote.

        A vote was taken on the original motion. The motion passed unanimously with Rep. Anderson, Rep. Buffmire, and Rep. Swallow absent for the vote.

S.J.R. 10    Resolution Amending Revenue and Taxation Provisions of Utah Constitution (J. Valentine)

        Sen. Valentine introduced the bill and explained it to the committee.
    
        The following spoke in favor of the bill:

        Allen Sullivan, Chairman, Constitutional Revision Commission

MOTION:    Rep. Styler moved to pass the bill out favorably. The motion passed unanimously with Rep. Anderson absent for the vote.




3rd Sub. S.B. 84    Real Estate Valuation Tax Appeal (C. Bramble)

        
Rep. Adair introduced the bill and explained it to the committee.

        Rep. Adair, Rep. Snow, and Rep. Mascaro stated a conflict of interest.

MOTION:    Rep. Seitz moved to pass the bill out favorably. The motion passed unanimously.

S.B. 144    Sales and Use Tax - Definition of Regularly Rented (M. Waddoups)

        Sen. Waddoups introduced the bill and explained it to the committee.    

MOTION:    Rep. Styler moved to pass the fill out favorably. The motion passed with Rep. Daniels voting in opposition.


1st Sub. H.B. 117    Restructuring Medicaid Spend Down (T. Beck)


        Rep. Beck introduced the bill and explained it to the committee.

        Tina Johnson, Legislative Coalition for People with Disabilities, spoke in favor of the bill.        

MOTION:    Rep. Styler moved to pass the bill out favorably. The motion passed unanimously with Rep. Seitz absent for the vote.

1st Sub. S.B. 154    Use of Rainy Day Funds (P. Hellewell)

        Sen. Hellewell introduced the bill and explained it to the committee.

MOTION:    Rep. Swallow moved to pass the bill out favorably. The motion passed unanimously with Rep. Seitz absent for the vote.

MOTION:    Rep. Anderson moved to adjourn the meeting. The motion passed unanimously with Rep. Seitz absent for the vote.
