Rep. Chad Bennion called the meeting to order at 11:15 a.m.

MOTION:    Rep. Seitz moved to approve the minutes of January 29, 2002. The motion passed unanimously with Rep. Tyler absent for the vote.

Rep. Bennion presented a list of bills and resolutions to be assigned to standing committees.

MOTION:    Rep. Hatch moved to adopt the list of bills and resolutions to be assigned to standing committees.

SUBSTITUTE
MOTION:    Rep. Buffmire moved to add H.B. 121, Restrictions on Public Officials Becoming Lobbyists (S. Daniels), H.B. 89, Ban on Gifts (R. Becker), H.J.R. 3, Creation of Redistricting Commission Resolution (K. Morgan), and H.B. 175, Election Law Commission (J. Buffmire), to the list of bills and resolutions to be assigned to standing committees and adopt the list of bills and resolutions to be assigned to standing committees as amended.

        Rep. Saunders requested to divide the substitute motion.

        The motion to add H.B. 121, Restrictions on Public Officials Becoming Lobbyists (S. Daniels), to the list failed with Rep. Anderson, Rep. Buffmire, Rep. Goodfellow and Rep. Hendrickson voting for the motion.
        
        



        The motion to add H.B. 89, Ban on Gifts (R. Becker), to the list failed with Rep. Anderson, Rep. Buffmire, Rep. Goodfellow and Rep. Hendrickson voting for the motion

        The motion to add H.J.R. 3, Creation of Redistricting Commission Resolution (K. Morgan), to the list failed with Rep. Anderson, Rep. Buffmire, Rep. Goodfellow and Rep. Hendrickson voting for the motion.

        The motion to add H.B. 175, Election Law Commission (J. Buffmire), to the list failed with Rep. Anderson, Rep. Buffmire, Rep. Goodfellow, Rep. Hendrickson and Rep. Saunders voting for the motion.

        The motion to adopt the list of bills and resolutions to be assigned to standing committees passed with Rep. Buffmire and Rep. Hendrickson voting against the motion.

Rep. Bennion presented H.B. 279, Professional Employer Organization Licensing Act Amendments (G. Curtis), to be replaced with Substitute H.B. 279, Professional Employer Organization Licensing Act Amendments (G. Curtis), and assigned to the Business and Labor Standing Committee.

MOTION:    Rep. Hatch moved to have H.B. 279, Professional Employer Organization Licensing Act Amendments (G. Curtis), replaced with Substitute H.B. 279, Professional Employer Organization Licensing Act Amendments (G. Curtis), and assigned to the Business and Labor Standing Committee. The motion passed unanimously.

MOTION:    Rep. Tyler moved to have H.B. 278, Approval of Education Association Leave (S. Allen), assigned to the Education Standing Committee. The motion failed with Rep. Buffmire, Rep. Goodfellow and Rep. Tyler voting for the motion.

H.J.R. 16    Joint Rules Resolution - Legislative Review Notes on Bills (D. Ure)

Rep. Ure introduced the resolution and explained it to the committee.

MOTION:    Rep. Dayton moved to pass the bill out favorably. The motion passed with Rep. Anderson, Rep. Buffmire, Rep. Ferry and Rep. Tyler voting against the motion.

MOTION:    Rep. Dayton moved to adjourn. The motion passed unanimously and the Vice Chairman adjourned the meeting at 12:18 p.m.
