Vice Chair Holdaway called the meeting to order at 3:37 p.m.
MOTION: Representative Adair moved to approve the minutes of the January 22, 2002 committee meeting. The motion passed unanimously with Representative Beshear, Representative King and Representative Morgan absent for the vote.
S.B. 21 Motor Vehicle Registration Amendments (D. Steele)
Senator Steele explained the bill to the committee.
MOTION: Representative Bush moved to pass the bill out favorably. The motion passed unanimously with Representative Beshear, Representative King, and Representative Morgan absent for the vote.
S.B. 6 Application for Vehicle Title Amendments (D. Eastman)
Senator Eastman explained the bill to the committee.
Mr. Mark Johnson, Utah State Tax Commission, and Mr. Wayne Jones, Executive Director - Independent Auto Dealers Association, spoke in support of the bill.
MOTION: Representative Dillree moved to pass the bill out favorably. The motion passed unanimously with Representative King and Representative Morgan absent for the vote.
Vice Chair Holdaway relinquished the chair to Chair Murray.
H.B. 67 Penalty for Distracted Driving (K. Holdaway)
Representative Holdaway presented the bill to the committee and proposed a substitute to the bill.
MOTION: Representative Holdaway moved that 1st Substitute H.B. 67 replace H.B. 67. The motion passed unanimously.
Mr. Chris Kyler, General Counsel - Utah Association of Realtors, spoke to the bill.
Mr. Jay Kessler, Utah Association of Realtors, spoke in support of the bill. Mr. J.B. Shandrew, Youth Against Distracted Driving, spoke in support of the bill and distributed a handout.
Ms. Ruth Schmidt, Advocates for Cell Phone Safety, spoke in opposition to the bill.
MOTION: Representative Adair moved to amend the bill as follows:
Page 1, Line 16: After "phone" insert "radio, CD player, cassette player," and after "machine" insert ", unless being used by a hands-free device"
SUBSTITUTE MOTION: Representative Siddoway moved to amend the bill as follows:
Page 1, Line 16: Delete "a device including a phone, computer, or facsimile machine" and insert "an electronic communications device, unless being used by a hands-free device"
MOTION: Representative Bush moved to adjourn the meeting. The motion passed with Representative Adair, Representative Holdaway, and Representative Siddoway voting no. Representative Dillree and Representative King were absent for the vote.
Chair Murray adjourned the meeting at 4:35 p.m.
