Sen. Stephenson called the meeting to order at 9:15 a.m.

     MOTION: Sen. Hale moved to approve the minutes of January 23, 2002.

    The motion passed unanimously with Sen. Waddoups absent for the vote.

1.     S.J. 2 Resolution on Investment of State School Fund and Uniform School Fund (L. Hillyard)
        
         MOTION: Sen. Steele moved to adopt 1st Substitute S.J.R. 2.

        The motion passed unanimously with Sen. Waddoups absent for the vote.

        Sen. Steele introduced Mr. Ed Alter, State Treasurer, who explained the resolution eliminates         a requirement that a portion of interest earnings from the State School Fund, equal to the rate of inflation, be retained in the fund.

        Ms. Margaret Bird, Utah State Office of Education, spoke in support of the bill.


    
     MOTION: Sen. Waddoups moved to pass the resolution out favorably. The motion passed      unanimously.

            Sen. Stephenson relinquished the chair to Sen. Waddoups.

2.         H.B. 5 School Uniform Amendments (K. Morgan)

            Rep. Karen Morgan explained the bill eliminates a student's ability to opt out of participating in the school uniform program after an election has taken place unless a principal finds extenuating circumstances.

            Representatives of the Utah PTA, Utah School Boards Association, and Utah School Superintendents Association, spoke in support of the bill.

             MOTION: Sen. Hale moved to pass the bill out favorably. The motion passed unanimously with Sen. Stephenson absent for the vote.

3.         H.B. 21 Electronic Government Services Amendments - Agriculture (R. Siddoway)

            Rep. Richard Siddoway said the bill facilitates the making of certain communications or the taking of certain actions electronically.    

             MOTION: Sen. Hale moved to pass the bill out favorably. The motion passed unanimously with Sen. Stephenson absent for the vote.

4.         H.B. 22 Electronic Government Services Amendments - Transportation (R. Siddoway)

            Rep. Siddoway said the bill facilitates the providing of notice electronically.

             MOTION: Sen. Gladwell moved to pass the bill out favorably. The motion passed unanimously with Sen. Stephenson absent for the vote.

             MOTION: Sen. Hale moved to adjourn. The motion passed unanimously with Sen.             Stephenson absent for the vote.

            Acting Chair Waddoups adjourned the meeting at 9:40 a.m.
