Meeting was called to order by Acting-Chair Hellewell at 8:37 a.m.

MOTION: Sen. Dmitrich moved to approve the minutes of 1-28-02. The motion passed unanimously with Sen. Spencer absent at the time of voting.

1. S. B. 134 Wildlife Resources and Wildlife Board Amendments (D. Gladwell)

MOTION: At the request of the sponsor, Sen. Blackham moved to send S.B. 134 back to the Rules Committee. The motion passed unanimously with Sen. Spencer absent at the time of voting.

Sen. Hellewell turned the chair to Chair Spencer.

2. S. B. 66 Revenues from Federal Land Exchange Parcels (M. Dmitrich)

Sen. Dmitrich presented the bill and proposed an amendment.

MOTION: Sen. Dmitrich moved to adopt the following amendment to S. B. 66:

1.    Page 3, Lines 78-79:    Delete lines 78-79 and insert the following:
        " (ii) The monies retained under Subsection (5)(a) are nonlapsing. "

The motion passed unanimously.




Mark Walsh, Associate Director, Utah Association of Counties spoke in support of the bill.

MOTION: Sen. Blackham moved to pass S. B. 66 out favorably as amended. The motion passed unanimously.

3. H. B. 57 Forfeited Water Right Allocation (D. Peterson)

Rep. Darin G. Peterson presented the bill. Tom Bingham, President, Utah Manufacturers Association and Wes Quinton, Utah Farm Bureau, spoke in support of the bill.

MOTION: Sen. Evans moved to pass H. B. 57 out favorably. The motion passed unanimously.

MOTION: Sen. Evans moved to adjourn the meeting. The motion passed unanimously.

Chair Spencer adjourned the meeting at 8:50 a.m.
