    Chair Knudson called the meeting to order at 8:20 a.m.

    MOTION: Sen. Julander moved to approve the minutes of January 23, 2002.

    The motion passed unanimously with Sen. Blackham absent for the vote.

1.     S.B. 58 Health Care Access Reform (D. C. Butters)

    The bill was not considered.

2.     H.B. 9 Repeal of Medical Examiner Committee (N. Hansen)

    Rep. Hansen explained the bill.

     MOTION: Sen. Allen moved to pass the bill with a favorable recommendation.

    The motion passed unanimously with Sen. Blackham absent for the vote.

    Sen. Julander assumed the chair.

3.     S.B. 100 Pharmacist Licensing Amendments (P. Knudson)

Sen. Knudson explained the bill and distributed the following amendments:

    
    


    1. Page 8, Lines 223 - 225:        After "nutritional" delete "assessment, therapy, and", and after "counseling" delete the rest of line 223 and all of lines 224 and 225

    2. Page 8, Line 226:    Delete "Certification Act" and insert "including drug interactions and therapeutic effects of drugs"

    3. Page 10, Lines 294 - 298:    After "(10)" delete lines 294 through 298 and insert "disclosing confidential patient information in violation of the provisions of the Health Insurance Portability and Accountability Act of 1996 or other applicable law."

     MOTION: Sen. Knudson moved to adopt the amendments.

    The motion passed unanimously with Sen. Blackham absent for the vote.

    John Nielsen, Utah Health Insurance Association, spoke to the bill.

     MOTION: Sen. Allen moved to pass the bill, as amended, with a favorable recommendation.

    The motion passed unanimously with Sen. Blackham absent for the vote.

4.     S.B. 113 Rural Dentist Student Loan Repayment Assistance (P. Knudson)
    
     Sen. Knudson distributed 1st Sub. S. B. 113 Health Care Workforce Loan Repayment Assistance and explained the bill.

     MOTION: Sen. Knudson moved to delete, in title and body, S.B. 113 Rural Dentist     Student Loan Repayment Assistance (P. Knusdson), and adopt 1st Sub. S. B. 113     Health Care Workforce Loan Repayment Assistance in its place.

    The motion passed unanimously with Sen. Blackham absent for the vote.

    Dr. Richard Melton, Deputy Director, Utah Department of Health, spoke for the bill.

     MOTION: Sen. Blackham moved to pass 1st Sub. S. B. 113 with a
    favorable recommendation.

    The motion passed unanimously.


     MOTION: Sen. Blackham moved to place 1st Sub. S. B. 113 on the Consent Calendar.

    The motion passed unanimously with Sen. Allen absent for the vote.

    Sen. Knudson resumed the chair.

5.     H.B. 38 Repeal of Health Benefit Plan Committee
(D. Bush)

    
Rep. Bush explained the bill.

     MOTION:     Sen. Julander moved to pass the bill with a favorable recommendation.

    The motion passed unanimously with Sen. Allen absent for the vote

Sen. Blackham moved to adjourn.

    The motion passed unanimously with Sen. Allen absent for the vote.
