Sen. Spencer chaired the meeting, which was called to order at 3:32 p.m.

1.     Sub. S. B. 17 DCFS Management Information System Amendments (Sen. D. C. Buttars)

    
Sen. Buttars presented the bill to the committee.
    
    Pam Coleman, day care provider; Eva Eckersley; Charly Risenmay, SafeCare; Janet Whitacer; Dennis Webster, spoke in favor of the bill. Katie Gregory, Policy Analyst, Utah Children; Lorna Rosentsein, UFAFA; Barbara Feaster; Camille Elkins, Utah PTA; Mark Bucarian, Weber County Attorney; Richard Anderson, spoke in opposition..

Sen. Wright assumed the chair.

    MOTION: Sen. Hickman moved to pass Sub. S.B. 17 out of committee with a favorable recommendation.

     Sub. MOTION: Sen. Allen moved to proceed to the next item on the agenda.

    The motion failed with Sen. Hickman, Sen. Poulton and Sen. Wright voting against with Sen. Spencer absent at the time of the vote.

     ORIGINAL MOTION: Sen. Hickman moved to pass Sub. S.B. 17 out of committee with a

favorable recommendation.

    The motion passed with Sen. Allen and Sen. Davis voting against and Sen. Spencer absent at the time of the vote.

2.     H.B. 41` Utah Substance Abuse and Anti-violence Coordinating Council Amendments    
     (Rep. N. Hendrickson)

    Rep. Hendrickson presented the bill to the committee.

    Marvin Dodge, administrator, USAAV/CCJJ, spoke to the bill.

    MOTION: Sen. Allen moved to pass H.B. 41 out of committee with a favorable recommendation.

    The motion passed unanimously with Sen. Spencer absent at the time of the vote.

     MOTION: Senator Allen moved to adjourn.

    The motion passed unanimously with Sen. Spencer absent for the vote.

    The meeting adjourned at 4:52 p.m.
