Chair Gladwell called the meeting to order at 9:10 a.m.

1.     S.B. 103 Termination of Joint Tenancy in Real Property (L. Hillyard)    

    Sen. Lyle Hillyard introduced the bill, assisted by Paul Hess, Legislative Research and     General Counsel.

    John Nielson, Utah State Bar, and Chris Tyler, General Counsel, Utah Association of     Realtors, spoke in favor of the bill.

     MOTION: Sen. Buttars moved to pass S.B. 103 out with a favorable recommendation.

    The motion passed unanimously with Sen. Valentine absent for the vote.


    

    Sen. Peterson assumed the chair.

2.     S.B. 130 Youth Court Amendments (D. Gladwell)

    Sen. David Gladwell introduced the bill.

    Michelle Heward, Assoc. Professor, Weber State University, clarified issues and spoke in support of the bill.     

    Lori Silcox, Director, Midvale Youth Court, and Scott Plohavz, Senior Judge, Layton     Youth Court, spoke in favor of the bill.

     MOTION: Sen. Buttars moved to pass S.B. 130 out with a favorable recommendation.

    The motion passed unanimously with Sen. Valentine absent for the vote.

    Chair Gladwell assumed the chair.

3.     S.B. 62 Tax Commission Criminal Investigators Designation as Special Function Officers (C. Bramble)

    Sen. Curtis Bramble introduced the bill.

    Rod Morelli, Exec. Director, State Tax     Commission, assisted in the presentation.
    
     MOTION: Sen. Peterson moved to pass S.B. 62 out with a favorable recommendation.

    The motion passed unanimously.

4.     S.B. 117 Trust Amendments (J. Valentine)

    Sen. John Valentine introduced the bill.

    Cindy Crass, Attorney, Callister,     Nebeker and McCullough, answered questions, clarified issues and spoke in support of the bill.

     MOTION: Sen. Valentine made a motion to amend S.B. 117 as follows:

    1. Page 5, Line 124: After “any act” delete “taken or
