Chair Bramble called the meeting to order at 8:25 a.m.
    
     MOTION: Sen. Bramble moved to approve the minutes of February 26, 2002.

    The motion passed unanimously.

    Sen. Stephenson assumed the Chair.

1.     S.B. 169 Property Tax Modifications (C. Bramble)

    
Sen. Bramble explained the bill.

    Larry Richardson, Salt Lake County Treasurer, further explained the bill.

    Karen Derrick, Board Member, Utah School Board Association, expressed concerns about the bill.

     MOTION: Sen. Allen moved to pass the bill out favorably.

    The motion passed unanimously with Sen. Dmitrich absent for the vote.

2.     S.B. 182 Tax Penalty Modifications (C. Bramble)

    
Sen. Bramble explained the bill.




    Bruce Johnson, State Tax Commission, clarified the bill.
    
     MOTION: Sen. Dmitrich moved to pass the bill out favorably.

    The motion passed unanimously with Sen. Hillyard absent for the vote.

    Sen. Bramble resumed the Chair.

3.     S.B. 195 Sales and Use Tax Amendments (J. Hickman)

    
David Spatafore, Utah League of Cities and Towns, explained the bill.

     MOTION: Sen. Dmitrich moved to pass the bill out favorably.

    The motion passed unanimously with Sen. Hillyard absent for the vote.

4.     S.B. 185 Sales and Use Tax - Exemption for Certain Coupons (M. Peterson)

    
Sen. Peterson explained the bill.

     MOTION: Sen. Stephenson moved to amend the bill as follows:

    Throughout the bill, delete the year “2002" and replace it with “2003.”

    The motion passed unanimously with Sen. Hillyard absent for the vote.

    Jim Olsen, Utah Food Manufacturers' Association, spoke in opposition to the bill.

     MOTION: Sen. Stephenson moved to go to the next item on the agenda.

    The motion passed with Sen. Bramble, Sen. Dmitrich and Sen. Stephenson voting in favor of the motion and Sen. Allen voting in opposition and Sen. Hillyard absent for the vote.

5.     1st Sub. H.B.132 Sale of State Lands at Developmental Center (M. Dayton)

    
Rep. Dayton explained the bill.

    Gary Doxey, Attorney, Office of the Governor, spoke in support of the bill.




     MOTION: Sen. Bramble moved to adopt the following amendments:

     1. Page 3, Line 62:    After "before" delete "making the" and insert "offering the land or water rights for " and after "lease" insert "." and after "land" delete "or"

    2. Page 3, Line 63:    Delete line 63.

    The motion passed unanimously.

     MOTION: Sen. Stephenson moved to pass the bill out favorably.

    The motion passed with Sen. Bramble, Sen. Allen, Sen. Dmitrich and Sen. Stephenson voting in favor of the motion and Sen. Hillyard voting in opposition.

6.     H.C.R. 2 Resolution Supporting Businesses (G. Curtis)

    
Sen. Stephenson presented the resolution

     MOTION: Sen. Stephenson moved to amend the resolution as follows:

    1. Page 1, Line 26:    After “commerce” insert “and other business organizations”

    The motion passed unanimously.

     MOTION: Sen. Stephenson moved to pass the resolution out favorably as amended.

    The motion passed unanimously.

     MOTION: Sen. Stephenson moved to place the resolution on the Consent Calendar.

    The motion passed unanimously.

7.     1st Sub. H.B. 109 Governor and Legislatures Power to Cut State Budget
    (K. Holdaway)

    
MOTION: Sen. Dmitrich moved to Table the bill.

    The motion passed unanimously.




8.     2nd Sub. H.B. 263 Mobile Home Park Residency Act Amendments (W. Harper)

    
Rep. Harper presented the bill.

     MOTION: Sen. Hillyard moved to adjourn.

    The motion passed unanimously at 9:10 a.m.
