    Chair Walker called the meeting to order at 8:05 a.m.

     MOTION: Sen. Julander moved to approve the minutes of January 29, 2002.

    The motion passed unanimously.

1.     H .B. 33 Certification and Testing of Voting Equipment (C. Buttars)

    
Rep. Butters explained the bill.

     MOTION: Rep. Peterson moved to pass the bill with a favorable recommendation.

    The motion passed unanimously.

     MOTION: Rep. Peterson moved to place the bill on the Consent Calendar.

    The motion passed unanimously.

2.     H. B. 93 Municipal Annexation Amendments (D. Peterson)

    
Rep. Peterson explained the bill.

     MOTION: Sen. Julander moved to pass the bill with a favorable recommendation.


    The motion passed unanimously.

3.     S. B. 63 Attorney General Amendments (B. Wright)

    The bill was not considered.

4.     S. B. 137 Government Records Access & Management Act - Technical Revisions
    (A. Suazo)

    
Sen. Suazo explained the bill.

     MOTION: Sen. Peterson moved to pass the bill with a favorable recommendation.

    The motion passed unanimously.

     MOTION: Sen. Peterson moved to place the bill on the Consent Calendar.

    The motion passed unanimously.

    Sen. Evans assumed the chair.

5.     H. J. R. 11 Resolution Requiring Public Notice Prior to Special Sessions
    (S. Urquhart)

    Rep. Urquhart distributed 1st Sub. H. J. R. 11 Resolution Regarding Legislative Special Sessions and explained the bill.

     MOTION: Sen. Peterson moved to adopt 1st Sub. H. J. R. 11 .

    The motion passed unanimously.

     MOTION: Sen. Evans moved to amend the bill as follows:

     1.    Page 2, Line 34:    After "exceed" delete "seven" and
                    Insert "five"

    2.    Page 2, Line 42:    After "(b) (i)" delete "seven" and
                    Insert "five"

    The motion passed unanimously.


     MOTION: Sen. Evans moved to pass the bill, as amended, with a favorable recommendation. .

    The motion passed with Sens. Evans, Julander and Peterson voting in favor, Sen. Jenkins voting against, and Sen. Walker absent for the vote.
     Julander and Peterson voting in opposition.

6.     S. B. 65 County Law Revisions (D. Gladwell)

7.     S.B. 131 Personal Use of Campaign Funds (K. Hale)

    Sen. Hale explained the bill.

    Jeanna Nixon, Program Coordinator, Utah Progressive Network; Cassie Dippo, Common Cause of Utah; and Sandy Peck, League of Women Voters, spoke for the bill.

     MOTION: Sen. Peterson moved to pass the bill with a favorable recommendation.

    The motion passed with Sens. Sen.Walker absent for the vote.

8.     H. J. R. 9 Joint Resolution - Rejecting Recommended Salary Increase for Legislators (G. Way)
    
    Sen. Jenkins explained the bill.

     MOTION: Sen. Peterson moved to pass the bill with a favorable recommendation.

    The motion passed unanimously with Sen.Walker absent for the vote.

9.     S. B. 143 Private Records Amendments Under Government Records Access and Management Act (M. Waddoups)

    The bill was not considered.
