    Chair Walker called the meeting to order at 8:15 a.m.

     MOTION: Sen. Julander moved to approve the minutes of Jan. 31, 2002, with one correction, that Sen. Jenkins voted against S. B. 131 Personal Use of Campaign Funds (K. Hale).

1.     S. B. 65 County Law Revisions (D. Gladwell)

    Sen. Gladwell distributed 2nd Sub. 65 County Law Revisions (D. Gladwell) and explained the bill.

     MOTION: Sen. Peterson moved to adopt 2nd Sub. 65.

    The motion passed unanimously.

    Alan Spriggs, Association of County Recorders, spoke for the bill.

     MOTION: Sen. Peterson moved to pass 2nd Sub. 65 with a favorable recommendation.

    
The motion passed unanimously.

2.     S. B. 143 Private Records Amendments Under Government Records Access and Management Act (M. Waddoups)

    Sen. Waddoups distributed lst Sub. S. B. 143 Private Records Amendments Under     Government Records Access and Management Act and explained the bill.


    Gary Ott, Salt Lake County Recorder, and Mike Wims, Attorney General Office,
    
discussed the concept of the bill.

    MOTION
: Sen. Evans moved to adopt 1st Sub S. B. 143 with a favorable recommendation.

    
The motion passed unanimously.

     MOTION: Sen. Evans moved to pass 1st Sub S. B. 143 with a favorable recommendation.

    The motion passed unanimously.

    The committee discussed a proposed 2nd Sub. S. B. 143 to be considered at a later meeting.

3.     S. B. 147 Restriction of Funding on State Entity whose Policy, Rule, or Action is Contrary to Law (M. Waddoups)

    
Sen. Waddoups explained the bill.

    Leonard Wojcik, Drew Chamberlain, and Terry Trease, citizens; and Blaine Oderwakden, Citizens for Proper Government, spoke in favor of the bill.

     MOTION: Sen. Knudson moved to advance to the next item on the agenda.

    The motion passed unanimously.

4.     H. B. 199 Interim Committee Membership (M. Stephens)

    
Sen. Evans explained the bill.

     MOTION: Sen. Julander moved to pass the bill with a favorable recommendation.

    The motion passed unanimously with Sen. Knudson absent for the vote.

5.     H. J. R. 0113S1 Resolution Authorizing the Legislature to Call Itself into Special Session (C. Bennion)

    At the sponsor's request, H. J. R. 0113S1 will be considered at a later meeting.

6.     H. B. 115 Technical Changes to Election Law (L. Pace)

     MOTION: Sen. Evans moved to pass the bill with a favorable recommendation.

    The motion passed unanimously with Sen. Knudson absent for the vote.

     MOTION: Sen. Peterson moved to adjourn.
