    Chair Walker called the meeting to order at 7:40 a.m.

     MOTION: Sen. Peterson moved to approve the minutes of February 26, 2002.

    The motion passed unanimously with Sen. Evans absent for the vote.

1.     H. J. R. 13S1 Resolution Authorizing the Legislature to Call Itself into Special Session (C. Bennion)

    Sen. Bennion distributed 3rd Sub H. J. R. 13 Resolution on Special Sessions of the     Legislature and explained the resolution.    

     MOTION: Sen. Peterson moved to adopt 3rd Sub H. J. R. 13 .

    The motion passed unanimously with Sen. Evans absent for the vote.

     MOTION: Sen. Jenkins moved to pass 3rd Sub. H. J. R. 13 with a favorable recommendation.

    The motion passed unanimously.

2.     H. B. 143 Restrictions on Sexually Explicit Email (B. Winn)

    Rep. Winn explained the bill, assisted by Paula Houston, Obscenity and Pornography Ombudsman, Office of the Attorney General.



     MOTION: Sen. Peterson moved to pass the bill with a favorable recommendation.

    The motion passed unanimously.

    Sen. Evans assumed the chair.

3.     S. B. 196 Waste Amendments (C. Walker)
    
     Sen. Walker distributed 1st Sub S. B. 196 Waste Amendments and explained the bill.
    
     MOTION: Sen. Walker moved to adopt 1st Sub S. B. 196.

    The motion passed unanimously.

     MOTION: Sen. Peterson moved to pass 1st Sub S. B. 196 with a favorable recommendation.

    The motion passed unanimously.

    Chair Walker resumed the chair.

4.     H. B. 131 Reporting of Data to the Automated Geographic Reference Center
    (L. Pace)

    Rep. Pace explained the bill.

    Dennis Goreham, Manager, Data Automated Systems, spoke for the bill.

     MOTION: Sen. Evans moved to pass the bill with a favorable recommendation.

    The motion passed unanimously.

5.     H. B. 116 Attendance At Local Government Meetings by Local Government Officials (M. Thompson)

    Rep. Thompson explained the bill.

     MOTION: Sen. Julander moved to pass the bill with a favorable recommendation.

    The motion passed unanimously.


6.     H. B. 280 Planetarium Board Amendments (M. Newbold)

    At the request of the sponsor, H. B. 280 was sent back to Rules.

7.     H. B. 259 Use of State Armories (C. Beshear)

    Sen. Julander distributed 1st Sub H. B. 259 Use of State Armories and explained the bill.

     MOTION: Sen. Julander moved to adopt 1st Sub H. B. 259.
    
    The motion passed unanimously.

     MOTION: Sen. Jenkins moved to pass 1st Sub H. B. 259 with a favorable recommendation.

    The motion passed unanimously.

8.     H. B. 127 County Ballot Questions (C. Buttars)

    
Rep. Buttars explained the bill.

     MOTION: Sen. Evans moved to pass the bill with a favorable recommendation.

    The motion passed with Sens. Evans, Jenkins, Julander and Peterson voting in favor, and
    Sen. Walker voting against.
    
9.     1st Sub. H. B. 240 Public Education Capital Outlay Act Amendments (D. Cox)

    Rep. Cox explained the bill.

    Steven Peterson, Executive Director, Utah School Boards Association, and Larry Newton, Education Coordinator, Utah State Office of Education, spoke for the bill.

     MOTION: Sen. Jenkins moved to pass the bill with a favorable recommendation.

    The motion passed with Sens. Jenkins, Julander and Walker voting in favor; Sen.
    Evans voting against, and Sen. Peterson absent for the vote.



10.     H. B. 276 Assessment on Title Insurers and Title Insurance Agencies (T. Hatch)

    Rep. Hatch distributed the following amendment and explained the bill:

    1. Page 2, Line 42
        
House Committee Amendments
     2-4-2002:     After "[$150]" insert "up to"

     MOTION: Sen. Julander moved to adopt the amendment.

    The motion passed unanimously.

     MOTION: Sen. Jenkins moved to pass the bill, as amended, with a favorable recommendation.

    The motion passed unanimously with Sen. Peterson absent for the vote.

     MOTION: Sen. Evans moved to adjourn.

    The motion passed unanimously.
