Committee Chair Steele called the meeting to order at 8:30 a.m.

     MOTION: Sen. Hickman moved to approve the minutes of January 24, 2002.

     The motion passed unanimously with Sen. Eastman and Sen Mayne absent for the vote.     
1.    S.B. 120 Motor Vehicle Insurance Coverage (M. Waddoups)
    
    Sen. Waddoups distributed 1st Sub. S.B. 120 Motor Vehicle Insurance Coverage     (M. Waddoups)

    Sen. Waddoups explained the bill assisted by Steve Sullivan, Utah Trial Lawyers     Association .

     MOTION: Sen. Hickman moved to delete S.B. 120 and adopt 1st Sub. S.B. 120.     
    The motion passed unanimously with Sen. Eastman and Sen Mayne absent for the vote.

    Gary R. Thorup, Attorney, National Association of Independent Insurers, spoke in opposition to the bill.

     MOTION: Sen. Hickman moved to pass the bill out favorably.

    The motion passed unanimously.




2.     S.B. 121 Concealed Firearm Permit Amendments (S. Jenkins)
    
    Sen. Jenkins explained the bill.

    Sara Thompson, Executive Director, Utah Gun Owners Alliance, spoke in favor of the bill.

    Winton Clark Aposhian, Utah Self Defense Instructors Network, distributed a handout and     spoke in opposition to the bill. Steve Gunn, Chairman, Gun Violence Prevention Center, and Gil Iker, retired Colonel, Gun Violence Prevention Center, spoke in opposition to the bill.
    
     MOTION: Sen. Hickman moved to hold the bill.

     SUBSTITUTE MOTION: Sen. Hale moved to return the bill to the Rules Committee.

    The motion passed unanimously.

     MOTION: Sen. Hale moved to adjourn.

    The motion passed unanimously at 9:35 a.m.
