             5      This act enacts an uncodified statute that directs agencies to analyze and make
             6      recommendations to the Legislature about ideal allocation of monies between line items
             7      and programs. This act takes effect immediately.
             8      This act enacts uncodified material.
             9      Be it enacted by the Legislature of the state of Utah:
             10          Section 1. Agency analysis and report of certain budget needs.
             11          (1) As used in this section, "agency" means any state agency, institution, or other entity
             12      that received a line item appropriation in S.B. 1, Appropriations Act or H.B. 3, Supplemental
             13      Appropriations Act II, 2002 General Session.
             14          (2) In order to enhance agency flexibility in addressing and absorbing budget cuts made
             15      in 2002 to balance Utah's budget, each agency shall:
             16          (a) review and analyze its programs and budgets to determine the best allocation of
             17      monies between line items and programs; and
             18          (b) make specific recommendations for reallocation of monies between line items and
             19      programs to the Legislative Fiscal Analyst and the director of the Governor's Office of
             20      Planning and Budget by January 27, 2003.
             21          (3) The Legislative Fiscal Analyst shall present the recommendations to the Executive
             22      Appropriations Committee for review and possible inclusion in a Supplemental Appropriations
             23      Act for the 2003 Annual General Session.
             24          Section 2. Effective date.
             25          If approved by two-thirds of all the members elected to each house, this act takes effect
             26      upon approval by the governor, or the day following the constitutional time limit of Utah
             27      Constitution Article VII, Section 8, without the governor's signature, or in the case of a veto,


             28      the date of veto override.
