This resolution modifies Joint Rules governing joint committees by requiring that the
chair verbally announce the result of the vote and verbally identify either those members
who voted "yes" or those members who voted "no." This resolution allows dissenting
committee members to file a separate report or be listed on the majority report as
dissenters. This resolution takes effect immediately.
This resolution affects legislative rules as follows:
ENACTS:
JR-3.06
Be it resolved by the Legislature of the state of Utah:
Section 1. Section JR-3.06 is enacted to read:
JR-3.06. Voting; Chair to Verbally Announce the Vote; Dissenting Members to be
Reported.
(1) After the committee votes, the chair shall:
(a) determine whether the motion passed or failed;
(b) verbally announce that the motion passed or that the motion failed; and
(c) verbally identify by name either the committee members who voted "yes" or the
committee members who voted "no."
(2) Members dissenting from a committee report may file a minority report or may be
listed on the majority report as dissenting.
Section 2. Effective date.
This resolution takes effect upon approval by a constitutional majority vote of all
members of the Senate and House of Representatives.
