6 This act creates a task force to study the operations of gravel pits in the state and their
7 impact on the surrounding environment and infrastructure. The act establishes the
8 membership of the task force and provides for compensation of legislative members. The
9 act provides for the duties of the task force. The act makes a one-time appropriation of
10 $29,500 from the General Fund for fiscal year 2002-03 to pay for task force expenses.
11 The act provides a repeal date.
12 This act enacts uncodified material.
13 Be it enacted by the Legislature of the state of Utah:
14 Section 1. Impacts of gravel pits -- Creation -- Membership -- Quorum --
15 Compensation -- Staff.
16 (1) There is created the Impacts of Gravel Pits Task Force consisting of the following
17 12 members:
18 (a) three members of the Senate appointed by the president of the Senate, no more than
19 two of whom may be from the same political party;
20 (b) five members of the House of Representatives appointed by the speaker of the
21 House of Representatives, no more than three of whom may be from the same political party;
22 (c) a general contractor appointed by the president of Associated General Contractors;
23 (d) a county elected official appointed by the Utah Association of Counties;
24 (e) a municipal elected official appointed by the Utah League of Cities and Towns; and
25 (f) a person appointed by the executive director of the Department of Environmental
26 Quality.
27 (2) (a) The president of the Senate shall designate a member of the Senate appointed
28 under Subsection (1)(a) as a cochair of the task force.
29 (b) The speaker of the House of Representatives shall designate a member of the House
30 of Representatives appointed under Subsection (1)(b) as a cochair of the task force.
31 (3) A majority of the members of the task force constitute a quorum. The action of a
32 majority of a quorum constitutes the action of the task force.
33 (4) (a) Salaries and expenses of the members of the task force who are legislators shall
34 be paid in accordance with Section 36-2-2 and Legislative Joint Rule 15.03.
35 (b) A member of the task force who is not a legislator may not receive compensation
36 for their work associated with the task force, but may receive per diem and reimbursement for
37 travel expenses incurred as a member of the task force at the rates established by the Division
38 of Finance under Sections 63A-3-106 and 63A-3-107 .
39 (5) The Office of Legislative Research and General Counsel shall provide staff support
40 to the task force.
41 Section 2. Duties -- Interim report.
42 (1) The task force shall review and make recommendations on:
43 (a) the operations of gravel pits in the state and their impact on the environment, the
44 surrounding infrastructure, and the peace and serenity of adjoining areas; and
45 (b) how the operations of gravel pits may be made to be more compatible with the
46 environment, the surrounding infrastructure, and adjoining areas.
47 (2) A final report, including any proposed legislation shall be presented to the Natural
48 Resources, Agriculture, and Environment Interim Committee before November 30, 2003.
49 Section 3. Appropriation.
50 There is appropriated from the General Fund for fiscal year 2002-03, a one-time
51 appropriation of:
52 (1) $3,500 to the Senate to pay for the compensation and expenses of senators on the
53 task force;
54 (2) $6,000 to the House of Representatives to pay for the compensation and expenses
55 of representatives on the task force; and
56 (3) $20,000 to the Office of Legislative Research and General Counsel to pay for
57 staffing the task force.
58 Section 4. Repeal date.
59 This act is repealed November 30, 2003.
