6 This act creates the Higher Education Legislative Task Force. The act provides for
7 membership of the task force and compensation of members. The act outlines the
8 responsibilities and duties of the task force. The act provides for a final report to the
9 Education Interim Committee. The act appropriates $44,500 from the General Fund for
10 fiscal year 2002-03 only, to fund the task force. The act provides for staffing of the task
11 force. The act is repealed November 30, 2003.
12 This act enacts uncodified material.
13 Be it enacted by the Legislature of the state of Utah:
14 Section 1. Higher Education Legislative Task Force -- Creation -- Membership --
15 Interim rules followed -- Compensation -- Staff.
16 (1) There is created the Higher Education Legislative Task Force consisting of the
17 following 12 members:
18 (a) five members of the Senate appointed by the president of the Senate, no more than
19 three of whom may be from the same political party; and
20 (b) seven members of the House of Representatives appointed by the speaker of the
21 House of Representatives, no more than four of whom may be from the same political party.
22 (2) (a) The president of the Senate shall designate a member of the Senate appointed
23 under Subsection (1)(a) as a cochair of the committee.
24 (b) The speaker of the House of Representatives shall designate a member of the House
25 of Representatives appointed under Subsection (1)(b) as a cochair of the committee.
26 (3) In conducting its business, the committee shall comply with the rules of legislative
27 interim committees.
28 (4) Salaries and expenses of the members of the committee shall be paid in accordance
29 with Section 36-2-2 and Legislative Joint Rule 15.03.
30 (5) The Office of Legislative Research and General Counsel shall provide staff support
31 to the committee.
32 Section 2. Duties -- Interim report.
33 (1) The committee, in cooperation with the higher education community, shall study
34 and make recommendations for:
35 (a) an overall higher education strategy that improves the higher education system;
36 (b) a comprehensive and differentiated strategy across all of Utah's institutions of
37 higher education that accomplishes the following objectives:
38 (i) broad access to a cost-effective general and applied technology education for all
39 prepared Utah citizens;
40 (ii) the development of a total of four to six centers of learning at the University of
41 Utah and Utah State University, attracting the best faculty, the best students, and business
42 investment; and
43 (iii) tuition levels consistent with similar institutions in neighboring states;
44 (c) metrics to measure progress in implementing the higher education strategy;
45 (d) the Board of Regents funding authority for individual institutions of higher
46 learning, including recommended changes to the current funding formulas; and
47 (e) other issues that may be recommended by the task force or the higher education
48 community.
49 (2) A final report, including any proposed legislation shall be presented before
50 November 30, 2003, to the Education Interim Committee.
51 Section 3. Appropriation.
52 There is appropriated from the General Fund for fiscal year 2002-03, a one-time
53 appropriation of:
54 (1) $6,000 to the Senate to pay for the compensation and expenses of senators on the
55 committee;
56 (2) $8,500 to the House of Representatives to pay for the compensation and expenses
57 of representatives on the committee; and
58 (3) $30,000 to the Office of Legislative Research and General Counsel to pay for
59 staffing the committee.
60 Section 4. Repeal date.
61 This act is repealed November 30, 2003.
