Rep. Bryson called the meeting to order at 4:10 p.m.

Rep. Adams moved to approve the minutes of the February 7, 2003 meeting. The motion passed unanimously with Rep. D. Clark, Rep. S. Clark, and Rep. Hansen absent for the vote.

H.B. 146    Nontraditional Insurers (J. Ferrin)

Rep. Ferrin explained the bill.

MOTION:     Rep. D. Clark moved to amend the bill as follows:

1.    Page 1, Line 19:    After "(1) "Nontraditional insurer" means" delete "a nonprofit" and insert "an"

    The motion to amend passed unanimously.

Spoke against the bill:    J. Michael Stevens, insurance agent


MOTION:    Rep. S. Clark moved to pass the bill out favorably as amended. The motion passed, with Rep. D. Clark, Rep. Dunnigan, Rep. Hansen, and Rep. Kiser voting in opposition.

S.B. 91 2nd Sub.    Funeral Services Amendments (D. Gladwell)

Sen. Gladwell explained the bill.

Spoke for the bill:    John M. Coumans, Life Insurance Director, Utah Insurance Department
            Shaun Myers, President, Utah Funeral Directors Association

Rep. Hansen declared a conflict of interest.

MOTION:    Rep. Hansen moved to pass the bill out favorably. The motion passed unanimously, with Rep. Buttars absent for the vote.

S.B. 96    Division of Occupational and Professional Licensing Act Amendments (P. Julander)

Rep. Buffmire explained the bill with the assistance of Laura Poe, Assistant Director, Division of Occupational and Professional Licensing.

MOTION:    Rep. Biskupski moved to pass the bill out favorably. The motion passed unanimously, with Rep. Buttars absent for the vote.

S.B. 122    Utah Antidiscrimination Act Amendments (S. Jenkins)

Sen. Jenkins explained the bill with the assistance of Joseph Gallegos Jr., Director, Anti- Discrimination Division, Utah Labor Commission.

MOTION:    Rep. Hansen moved to amend the bill as follows:        

    Page 1, Line 21:        Delete “ or unfair

    The motion to amend passed unanimously, with Rep. Biskupski and Rep. Buttars absent for the vote.

MOTION:    Rep. Hansen moved to pass the bill out favorably as amended. The motion passed unanimously, with Rep. Biskupski and Rep. Buttars absent for the vote.


S.B. 47    Labor Commission - Appeals Board (J. Valentine)

Sen. Valentine explained the bill.


MOTION:    Rep. Morley moved to pass the bill out favorably. The motion passed unanimously, with Rep. Buttars absent for the vote.

MOTION:    Rep. Adams moved to adjourn the meeting, The motion passed unanimously, with Rep. Buttars absent for the vote.

Chair Bryson adjourned the meeting at 5:23 p.m.
