Vice Chair Parker called the meeting to order at 4:50 p.m.

Rep. D. Clark moved to approve the minutes of the February 17, 2003 meeting. The motion passed unanimously with Rep. Biskupski, Rep. Buttars, Rep. Duckworth, Rep. Ferry, and Rep. Bryson absent for the vote.

H.B. 332    Insurance Coverage of Health Care Professionals (J. Dunnigan)

Rep. Dunnigan explained the bill with the assistance of Kelly Atkinson, Executive Director, Utah Health Insurance Association.

MOTION:    Rep. Kiser moved to pass the bill out favorably. The motion passed unanimously, with Rep. Biskupski, and Rep. Bryson absent for the vote.

1st Sub. H.B. 117    Prelitigation Panel Amendments (M. Dayton)

Rep. Dayton explained the bill with the assistance of Chet Loftis, General Counsel, Utah Medical Association.

SUBSTITUTE
MOTION:    Rep. Buttars moved to send the bill to interim for further study. The motion failed with Rep. Biskupski, Rep. Buttars, Rep. Duckworth, Rep. Ferry, and Rep. Hansen voting in favor, and Rep. Bryson, and Rep. D. Clark absent for the vote.

        The original motion to pass 1st Sub. H.B. 117 out favorably passed, with Rep. Biskupski, Rep. Buttars, Rep. Duckworth, Rep. Ferry, and Rep. Hansen voting in opposition, and Rep. Bryson, and Rep. D. Clark absent for the vote.

H.B. 290    Exemptions Related to Exchange of Securities (C. Bennion)

MOTION:    Rep. Adams moved to delete in title and body H.B. 290 and replace it with 1st Sub. 290. The motion passed unanimously, with Rep. Bryson, and Rep. D. Clark absent for the vote.

Rep. Bennion explained the bill with the assistance of Tony Taggart, Director, Division of Securities.

Spoke for the bill:    John Weston, attorney

MOTION:    Rep. Morley moved to pass the bill out favorably. The motion passed unanimously, with Rep. Biskupski, Rep. D. Clark, Rep. S. Clark, and Rep. Hansen absent for the vote.

H.B. 303    Debt Cancellation Clause (D. Clark)

At the request of the sponsor the bill was not considered at the meeting.



MOTION:    Rep. Adams moved to adjourn the meeting. The motion passed unanimously, with Rep. Biskupski, Rep. D. Clark, Rep. S. Clark, and Rep. Hansen absent for the vote.

Vice Chair Parker adjourned the meeting at 6:10 p.m.
