Rep. Bryson called the meeting to order at 8:16 a.m.

MOTION:    Rep. Morley moved to approve the minutes of the February 19, 2003 meeting. The motion passed unanimously, with Rep. Buttars absent for the vote.

1st Sub. H.B. 113    Insurance Coverage for Unique Medical Services (R. Lockhart)

Rep. Lockhart explained the bill.

Chair Bryson relinquished the chair to Vice Chair Parker.

Chair Bryson resumed the chair.

MOTION:    Rep S. Clark moved to send the bill to interim for further study. The motion passed unanimously.

H.B. 249    Licensing Mortgage Loan Officers (B. Parker)

MOTION:    Rep. Parker moved to delete in title and body H.B. 249 and replace it with 1st Sub. H.B. 249. The motion passed unanimously, with Rep. Buttars absent for the vote.

MOTION:    Rep. Parker moved to amend the bill as follows:

1.    Page 9, Line 267:        After "(C)" delete "except as provided in Subsection (4)(a)(ii),"

2.    Pages 9-10, Lines 270-274:    Delete lines 270-274 and insert:
            "(ii) If an individual applying for licensure under Subsection (4)(a)(i) has unsuccessfully attempted to complete the examination approved by the commission under Section 61-2c-104 three times, the individual shall, in addition to the requirements of Subsection (4)(a)(i), provide proof using forms approved by the division of having successfully completed the 45-hour prelicensing course approved by the commission under Section 61-2c-104."


        The motion to amend passed unanimously, with Rep. Buttars absent for the vote.

Rep. Parker explained the bill with the assistance of Paul Ray, mortgage lender.

MOTION:    Rep S. Clark moved to pass the bill out favorably.

SUBSTITUTE
MOTION:    Rep. Morley moved to adjourn the meeting. The motion passed with Rep. Biskupski, Rep. S. Clark, Rep. Ferry, Rep. Kiser, and Rep. Parker voting in opposition.

Rep. Bryson adjourned the meeting at 9:45 a.m.
