Chair Bryson called the meeting to order at 7:05 a.m.

MOTION: Rep. Ferry moved to approve the minutes of the February 24, 2003 meeting. The motion passed unanimously, with Rep. Buttars, and Rep. S. Clark absent for the vote.

S.B. 120    Payment of Wages Amendments (S. Jenkins)

Sen. Jenkins explained the bill with the assistance of Joseph Gallegos Jr., Director, Anti- Discrimination Division, Utah Labor Commission.

MOTION:    Rep. Adams moved to pass the bill out favorably. The motion passed unanimously, with Rep. Buttars, and Rep. S. Clark absent for the vote.

2nd Sub. S.B. 62    Utah House Inspection Standard of Practice (P. Julander)

Sen. Julander explained the bill with the assistance of Ted Johnson, owner, Amerispec Inspection Company.

MOTION:    Rep. Biskupski moved to pass the bill out favorably. The motion passed unanimously, with Rep. Buttars, and Rep. S. Clark absent for the vote.

Sen. Buttars explained the bill.

MOTION:    Rep. Kiser moved to pass the bill out favorably. The motion passed unanimously, with Rep. Biskupski, Rep. Buttars, and Rep. S. Clark absent for the vote.

S.B. 198    Division of Real Estate - Definitions Amendments (J. Valentine)

Sen. Valentine explained the bill.

MOTION:    Rep. Morley moved to pass the bill out favorably. The motion passed unanimously, with Rep. Buttars, and Rep. S. Clark absent for the vote.

1st Sub. S.B. 153    Alcoholic Beverage Amendments (J. Valentine)

Sen. Valentine explained the bill with the assistance of Nick Hale, Chairman, Alcohol Beverage Control Commission.

MOTION:    Rep. Morley moved to pass the bill out favorably. The motion passed unanimously, with Rep. Biskupski, and Rep. S. Clark absent for the vote.


MOTION:    Rep. Adams moved to move H.B. 271 Airport to University of Utah Light Rail Restricted Account Amendments (D.Ure) next on the agenda. The motion passed unanimously, with Rep. Biskupski, and Rep. S. Clark absent for the vote.

MOTION:    Rep. Adams moved to table the bill.

        Committee discussion followed.

        Rep. D. Clark moved previous question. The motion to cut off debate passed unanimously, with Rep. Biskupski, and Rep. S. Clark absent for the vote.

        The motion to table passed, with Rep. Bryson, Rep. Duckworth, Rep. Hansen, and Rep. Parker voting in opposition.

S.B. 66    Alcoholic Beverage Enforcement and Treatment (M. Waddoups)

Sen. Waddoups explained the bill.

MOTION:    Rep. Buttars moved to adjourn the meeting. The motion passed unanimously, with Rep. Biskupski absent for the vote.
