Chair Dayton called the meeting to order at 8:00 a.m. and invited the committee members and staff to introduce themselves.

H.B. 184    School Contracts of Employment (J. Ferrin)

Rep. Jim Ferrin introduced H.B. 184 which authorizes a local school board to negotiate individual contracts of employment.

Mr. Steven H. Peterson, Utah School Boards Association and Utah School Superintendents Association, stated that these associations will not be taking a position on this issue.

The following spoke against this bill:
Mr. Vic Arnold, Executive Director, Davis Education Association
Mr. Geoffrey W. Leonard, General Counsel, Utah School Employees Association
Ms. Pat Rusk, President, Utah Education Association

Mr. Tom Bingham, President, Utah Manufacturers Association, spoke in favor of the bill.



MOTION:    Rep. Holdaway moved to move to the next item on the agenda.

SUBSTITUTE
MOTION:    Rep. Pace moved to pass the bill out favorably. The motion passed with Rep. Christensen, Rep. Gowans, Rep. Hogue, Rep. Holdaway, Rep. King, Rep. Moss, and Rep. Shurtliff voting in opposition.

H.C.R. 2    Resolution Recognizing Resourceful Use of Technology in the Classroom (G. Hughes)

Rep. Hughes introduced H.C.R. 2 which recognizes audio enhancement technology as an important tool in increasing the quality of education. He was assisted by Dr. Paul McCarty, BYU Educator and Principal, Pioneer Elementary School, Granite School District.

Rep. Dayton relinquished the chair to Vice Chair Newbold at 9:32 a.m.

The following spoke for the resolution:
Ms. Shauna Star, Teacher, Pioneer Elementary School, 4th grade, Granite School District
Ms. Pat Rusk, President, Utah Education Association

MOTION:    Rep. Dougall moved to amend the resolution as follows:

1. Page 2, Line 31:    After “Whereas,” delete “infrared,”

2. Page 2, Line 32:    After “classroom” insert “while allowing a teacher to freely move
        about the classroom”

The motion passed with Rep. Hogue, Rep. Hughes, and Rep. Pace voting in opposition and Rep. King and Rep. Dayton absent for the vote.

MOTION:    Rep. Hogue moved to pass the resolution out favorably as amended. The motion
    passed unanimously with Rep. King and Rep. Dayton absent for the vote.

MOTION:    Rep. Hogue moved to adjourn. The motion passed unanimously with Rep. King
    and Rep. Dayton absent for the vote.

Vice Chair Newbold adjourned the meeting at 9: 55 a.m.
