Chair Dayton called the meeting to order at 4:04 p.m.

MOTION:    Rep. Gowans moved to approve the minutes of February 7, 2003. The motion passed unanimously with Rep. Christensen, Rep. Dougall, Rep. Hughes,
    Rep. Moss, and Rep. Newbold absent for the vote.

MOTION:    Rep. King moved to place H.C.R. 7 to the top of Thursday's agenda. The motion passed unanimously with Rep. Christensen, Rep. Dougall, Rep. Hughes,
    Rep. Moss, and Rep. Newbold absent for the vote.

H.B. 233    Use of Education Revenues (M. Styler)

Rep. Styler introduced H.B. 233 which allows school districts to use up to 15% of the proceeds of its capital outlay levy for operation and maintenance expenses.


Mr. Steven H. Peterson, Utah School Boards Association and Utah State Superintendents Association spoke in favor of the bill.


MOTION:    Rep. Gowans moved to pass the bill out favorably. The motion passed unanimously with Rep. Christensen, Rep. Hughes, Rep. Moss, and Rep. Newbold absent for the vote.

H.B. 149    School District Administrator Amendments (J. Alexander)

Rep. Alexander introduced H.B. 149 which modifies the State System of Public Education Code by allowing a local board of education to hire a superintendent with outstanding professional qualifications who does not hold an administrative/supervisory license.

The following spoke in opposition to the bill:    
Mr. Brent Thorne, Superintendent, Sevier School District
Mr. Kirk L. Wright, Superintendent, Juab School District, and President-elect, Utah Superintendents Association

MOTION:    Rep. Dougall moved to pass the bill out favorably. The motion passed with
    Rep. Moss, Rep. Pace, and Rep. Shurtliff voting in opposition.

MOTION:    Rep. Hogue moved to adjourn. The motion passed unanimously.


Chair Dayton adjourned the meeting at 4:44 p.m.
