Chair Dayton called the meeting to order at 4:28 p.m.

MOTION:    Rep. King moved to approve the minutes of February 11, 2003. The motion passed unanimously with Rep. Dougall and Rep. Pace absent for the vote.

H.C.R. 7    Resolution Promoting Character and Citizenship Education (K. Morgan)

Rep. Karen Morgan introduced H.C.R. 7 which urges Utah's public elementary and secondary schools to promote character and citizenship education through emphasis on rights, responsibility, and respect.

Ms. Sarah Meier, Utah School Boards Association, Utah State Superintendents Association, and
Granite School Board, spoke in favor of the bill.

MOTION:    Rep. Ferrin moved to replace H.C.R. 7, in title and body, with 1st Sub. H.C.R. 7, Resolution Promoting Character and Citizenship Education.





SUBSTITUTE
MOTION:    Rep. King moved to pass the original bill out favorably. The motion passed with
    Rep. Ferrin, Rep. Pace, Rep. Newbold, and Rep. Dayton voting in opposition.

MOTION:    Rep. Christensen moved to adjourn. The motion passed with Rep. Gowans,
    Rep. King, and Rep. Moss voting in opposition.

Chair Dayton adjourned the meeting at 5:05 p.m.
