Vice Chair Newbold called the meeting to order at 8:00 a.m.
H.J.R. 26 Resolution Recognizing Competitive Academic Achievement among High Schools in Utah (B. Last)
Rep. Last introduced H.J.R. 26, a resolution which expresses support for the achievements and efforts of the Utah Academic Decathlon. He was assisted by Dr. Robert Huddleston, President, Dixie State College.
Mr. Steven H. Peterson, Utah School Boards Association and Utah State Superintendents Association, spoke in favor of the bill.
MOTION: Rep. Gowans moved to pass the bill out favorably. The motion passed unanimously with Rep. Dougall, Rep. Ferrin, Rep. Hogue, Rep. Hughes,
Rep. King, and Rep. Shurtliff absent for the vote.
MOTION: Rep. Dayton moved to place H.J.R. 26 on the Consent Calendar. The motion passed unanimously with Rep. Dougall, Rep. Ferrin, Rep. Hogue, Rep.Hughes,
Rep. King, and Rep. Shurtliff absent for the vote.
1st Sub. H.B. 75 Nonresident Tuition for Higher Education Amendments (L. Pace)
Rep. Pace introduced 1st Substitute H.B. 75 which authorizes the State Board of Regents to grant nonresident tuition scholarships for certain purposes.
Rep. Pace was assisted by the following:

MOTION: Rep. Christensen moved to pass the bill out favorably with the following amendments:
1. Page 1, Lines 22-23: Delete lines 22-23
2. Page 1, Line 24: Delete "(b)" and insert "(a)"
3. Page 2, Line 26: Delete "(c)" and insert "(b)"
4. Page 2, Line 27: Delete "(d)" and insert "(c)"
5. Page 2, Line 52: After line 52 insert the following:
"(5) This section applies to tuition scholarships and not the individual admission standards of higher education."
MOTION: Rep. Holdaway moved to call for the question. The motion passed unanimously.
A vote was taken on the substitute motion. The motion passed unanimously.
H.B. 257 Public Education Legislative Task Force (K. Holdaway)
Rep. Holdaway introduced H.B. 257 which creates the Public Education Legislative Task Force to study public education issues.
MOTION: Rep. Holdaway moved to amend the bill as follows:
1. Page 2, Line 39: After line 39 insert the following:
"(f) effects of and incorporation of the No Child Left Behind legislation;"
2. Page 2, Line 40: Delete "(f)" and insert "(g)"
3. Page, 2, Line 41: Delete "(g)" and insert "(h)"
The motion passed unanimously with Rep. Dougall, Rep. Ferrin, Rep. Hughes, Rep. Moss, and Rep. Pace absent for the vote.
The following spoke in favor of the bill:

MOTION: Rep. Christensen moved to pass the bill out favorably with the following amendments:
1. Page 2, Line 36: Delete "changing" and insert "considering"
2. Page 2, Line 40: Delete "expanding" and insert "considering"
3. Page 2, Line 41: After "task force" insert "including the merits of available prior studies and reports done by others"
The motion passed unanimously.
H.C.R. 11 Resolution Promoting Moderately Sized Schools (D. Cox)
Rep. Cox explained that this resolution encourages local school boards to build more moderately sized, simple, community-based neighborhood schools.
MOTION: Rep. Holdaway moved to pass the bill out favorably. The motion passed with Rep. Dougall and Rep. Newbold voting in opposition. Rep. King and Rep. Dayton were absent for the vote.
H.B. 77 High School Graduation Requirements - Financial Literacy (D. Hogue)
Rep. Hogue explained that H.B. 77 requires the State Board of Education to include .5 units of financial literacy credit in its graduation requirements.
MOTION: Rep. Ferrin moved to adjourn. The motion failed with Rep. Christensen,
Rep. Ferrin, Rep. Gowans, and Rep. Moss voting in favor of the motion.
Rep. Dougall, Rep. King, and Rep. Dayton were absent for the vote.
MOTION: Rep. Holdaway moved to pass the bill out favorably.
SUBSTITUTE
MOTION: Rep. Christensen moved to pass the bill out favorably with the following amendments:
1. Page 1, Line 17: Delete "bankruptcy education" and insert "the use of credit, debt management, and personal financial responsibility"
The motion passed with Rep. Ferrin, Rep. Gowans, Rep. Moss, Rep. Pace, and Rep. Newbold voting in opposition. Rep. Dougall, Rep. King, and Rep. Dayton were absent for the vote.
MOTION: Rep. Hogue moved to adjourn the meeting. The motion passed unanimously.
Vice Chair Newbold adjourned the meeting at 9:35 a.m.
