Chair Dayton called the meeting to order at 5:12 p.m.

H.B. 341    Property Tax Levy for Education (M. Styler)

MOTION:    Rep. Newbold moved to replace H.B. 341, in title and body, with
    1st Sub. H.B. 341. The motion passed unanimously with Rep. Christensen,
    Rep. Johnson, and Rep. King absent for the vote.

MOTION:    Rep. Holdaway moved to pass the bill out favorably. The motion failed with
    Rep. Holdaway, Rep. King, Rep. Moss, Rep. Shurtliff, and Rep. Newbold voting in favor of the motion.

S.B. 32    Driver Education Courses (C. Walker)

Sen. Walker introduced S.B. 32 which requires school districts to fund driver education programs solely through the Automobile Driver Education Tax Account and student fees.





MOTION:    Rep. Shurtliff moved to amend the bill by removing all amendments made by the Senate.

SUBSTITUTE
MOTION:    Rep. Dougall moved to pass the bill out favorably.

MOTION:    Rep. Holdaway moved to call for the question on the motion. The motion passed unanimously.

A vote was taken on the substitute motion. The motion failed with Rep. Dougall, Rep. Johnson, Rep. Newbold, and Rep. Dayton voting in favor of the motion.

Ms. Judy Hamaker-Mann, Director, Drivers License Division commented on the bill.

The following spoke in opposition to the bill:

Ms. Rolayne Fairclough, Public Affairs and Legislative Analyst for AAA, Utah

The following spoke in favor of the original bill but spoke against the bill as amended by the Senate:

Mr. Jim Eldridge, Utah Education Association

Mr. Wayne Baker, Supervisor for Drivers Education, Davis School District commented on the bill.

A vote was taken on Rep. Shurtliff's original motion to amend the bill by removing all amendments made by the Senate. The motion passed with Rep. Christensen, Rep. Dougall,
Rep. Hughes, Rep. Johnson, and Rep. Dayton voting in opposition.

MOTION:    Rep. Newbold moved to pass the bill out favorably.

MOTION:    Rep. Dougall moved to call for the question on the motion. The motion passed unanimously.

A vote was taken on the motion to pass the bill out favorably. The motion passed with
Rep. Christensen, Rep. King, Rep. Pace, Rep. Moss, and Rep. Shurtliff voting in opposition.





H.C.R. 14    Resolution Encouraging Congressional Funding of Individuals with
Disabilities Education Act (K. Holdaway)


MOTION:    Rep. Shurtliff moved to pass the bill out favorably. The motion passed unanimously with Rep. Moss absent for the vote.

MOTION:    Rep. King moved to place the bill on the Consent Calendar. The motion passed unanimously with Rep. Moss absent for the vote.

H.B. 297    Special Education Amendments (K. Holdaway)

Rep. Holdaway introduced H.B. 297 which requires the State Board of Education to study and make recommendations on how to reduce paperwork performed by educators for special education programs.

Mr. Karl Wilson, State Director of Special Education, Utah State Office of Education, commented on the bill.

MOTION:    Rep. King moved to pass the bill out favorably. The motion passed with Rep. Dougall and Rep. Dayton voting in opposition. Rep. Moss was absent for the vote.

MOTION:    Rep. Pace moved to approve the minutes of February 19 and February 21, 2003.
    The motion passed unanimously with Rep. Moss absent for the vote.

MOTION:    Rep. Hardy moved to adjourn. The motion passed unanimously with Rep. Moss absent for the vote.

Chair Dayton adjourned the meeting at 6:59 p.m. after expressing her appreciation to the committee for their work during the session.
