Rep. Hutchings called the meeting to order at 3:47 p.m.

MOTION:    Rep. Aagard moved to approve the minutes of the January 24, 2003 meeting. The motion passed unanimously with Rep. Bowman, Rep. Hendrickson, and Rep. Newbold absent for the vote.

H.B. 206    County Responsibility for Voting Precincts and Polling Places (R. Bigelow)

Rep. Bigelow introduced H.B. 206 and explained it to the committee.

MOTION:    Rep. Bigelow moved to amend the bill as follows:

1.    Page 1, Line 6:    Delete line 6

2.    Page 1, Line 7:    Delete "establishing a geographic proximity requirement to evaluate remoteness."

3.    Page 1, Line 12:    Delete line 12

4.    Page 1, Lines 15-27:    Delete lines 15-27

5.    Page 2, Lines 28-49:    Delete lines 28-49

6.    Renumber remaining sections accordingly



The motion to amend the bill passed unanimously with Rep. Hendrickson absent for the vote.

Spoke to the bill:    Mike Vu, Salt Lake County Elections Office

MOTION:    Rep. Newbold moved to pass the bill out favorably. The motion passed with Rep. Hansen, Rep. Hendrickson, and Rep. McGee voting in opposition to the motion.


S.J.R. 1    Joint Resolution - Rules Revisions Renaming an Appropriations Subcommittee (B. Evans)

Rep. Bigelow introduced S.J.R.1 and explained it to the committee.

MOTION:    Rep. Hansen moved to pass the resolution out favorably. The motion passed unanimously.


S.B. 14    Governor's Office of Planning and Budget Recodification and Revisions (R. Allen)

Rep. Hendrickson introduced S.B. 14 and explained it to the committee. He was assisted by Lynne Ward, Governor's Office of Planning and Budget.

Spoke to the bill:    Mark Anderson, Utah Association of Special Districts

MOTION:    Rep. Hansen moved to pass the bill out favorably.

SUBSTITUTE
MOTION:    Rep. Aagard moved to hold the bill until the next committee meeting. The motion passed with Rep. Hansen and Rep. Hendrickson voting in opposition to the motion and Rep. Ferrin absent for the vote.


H.B. 175    Management of Notaries Public by Lieutenant Governor (L. Pace)

MOTION:    Rep. Pace moved to delete in title and body H.B. 175 and replace it with
        1st Substitute H.B. 175. The motion passed unanimously with Rep. Ferrin absent for the vote.

Rep. Pace introduced 1st Substitute H.B. 175 and explained it to the committee.




Spoke to the bill:    Kathy Berg, Director, Division of Corporations and Commercial Code, Department of Commerce

MOTION:    Rep. Bush moved to pass the substitute bill out favorably. The motion passed unanimously with Rep. Ferrin absent for the vote.


MOTION:    Rep. Bowman moved to adjourn. The motion passed unanimously with Rep. Ferrin absent for the vote.
