Rep. Ferrin called the meeting to order at 3:15 p.m.

MOTION:    Rep. Bowman moved to approve the minutes of the January 30, 2003 meeting. The motion passed unanimously with Rep. Hansen, Rep. Hendrickson, Rep. McGee, and Rep. Hutchings absent for the vote.

H.B. 102    Election Day Materials (L. Pace)


Rep. Pace introduced H.B. 102 and explained it to the committee.

Rep. Ferrin relinquished the chair to Rep. Hutchings.

Spoke in favor of the bill:    Olene Walker, Lieutenant Governor

MOTION:    Rep. Hansen moved to pass the bill out favorably. The motion passed unanimously with Rep. Hendrickson absent for the vote.


H.B. 103    Voter Registration Amendments (L. Pace)

Rep. Pace introduced H.B. 103 and explained it to the committee.




Spoke in favor of the bill:    Olene Walker, Lieutenant Governor

MOTION:    Rep. Bowman moved to pass the bill out favorably. The motion passed unanimously.


H.B. 215    State Agency - Lobbyist Restriction Amendments (W. Harper)

MOTION:    Rep. Bush moved to delete in title and body H.B. 215 and replace it with
        1st Substitute H.B. 215. The motion passed unanimously.

Rep. Harper introduced 1st Substitute H.B. 215 and explained it to the committee.

Spoke to the bill:    Amy Naccarato, State Elections Office

MOTION:    Rep. Hansen moved to pass the bill out favorably. The motion passed unanimously.


H.J.R. 16    Resolution Regarding the Collection and Retention of Personal Information by Government Entities (W. Harper)

Rep. Harper introduced H.J.R. 16 and explained it to the committee.

MOTION:    Rep. Newbold moved to amend the bill as follows:

Page 2, Line 36:    After “has been” delete “recorded” and insert “collected”

The motion to amend passed unanimously.

MOTION:    Rep. Aagard moved to pass the resolution out favorably. The motion passed unanimously.


S.B. 100    Indian Affairs Amendments (B. Evans)

Sen. Evans introduced S.B. 100 and explained it to the committee.

MOTION:    Rep. Bush moved to amend the bill as follows:




1.    Page 2, Line 43:    After "of the" bracket "White Mesa" and insert "Ute Mountain"

2.    Page 2, Line 44:    After "by the" bracket "White Mesa" and insert "Ute Mountain"

The motion to amend passed unanimously.
