Rep. Hutchings called the meeting to order at 8:05 a.m.

MOTION:    Rep. Ferrin moved to approve the minutes of the February 6, 2003 meeting. The motion passed unanimously with Rep. Aagard and Rep. Bigelow absent for the vote.


H.R. 7    Resolution Urging Congress to Withdraw the United States from the United Nations (D. Bush)

Rep. Bush introduced H.R. 7 and explained it to the committee.

MOTION:    Rep. Hansen moved to pass the resolution out favorably. The motion passed with Rep. McGee and Rep. Pace voting in opposition to the motion.



S.B. 40    Pay Plan - Salary Survey Amendments (M. Dmitrich)


Sen. Dmitrich introduced S.B. 40 and explained it to the committee. He was assisted by Scott Duncan, Utah Highway Patrol, and Dave Rumfield, Utah Highway Patrol Association.

Spoke in favor of the bill:    Rex Black, citizen

MOTION:    Rep. Pace moved to pass the bill out favorably. The motion passed unanimously with Rep. Bigelow absent for the vote.


H.B. 81S1    Compensation Study (T. McCartney)

Rep. McCartney introduced 1st Substitute H.B. 81 and explained it to the committee.

MOTION:    Rep. Hendrickson moved to amend the bill as follows

1.    Page 1, Line 6:    After " Operations" delete " Labor"

2.    Page 1, Line 15:    After "included in" insert "a"

3.    Page 2, Line 32:    Delete "female" and insert "state"

4.    Page 2, Line 38:    After "men;" insert "and"

The motion to amend the bill passed unanimously with Rep. Bigelow absent for the vote.
