Rep. Ferrin called the meeting to order at 8:07 a.m.

MOTION:    Rep. Hansen moved to approve the minutes of the February 11, 2003 meeting. The motion passed unanimously with Rep. Aagard, Rep. Hendrickson, Rep. McGee, and Rep. Hutchings absent for the vote.


H.B. 145    Department of Administrative Services Amendments (L. Pace)

MOTION:    Rep. Pace moved to delete H.B. 145 in title and body and replace it with
        1st Substitute H.B. 145. The motion passed unanimously with Rep. Hendrickson and Rep. Hutchings absent for the vote.

Rep. Pace introduced 1st Substitute H.B. 145 and explained it to the committee.

Spoke in favor of the bill:    Steve Saltzgiver, Director of Fleet Operations, Department of Administrative Services

MOTION:    Rep. Hansen moved to pass the bill out favorably. The motion passed unanimously with Rep. Bowman absent for the vote.


H.B. 155    Amendments to Election Law (B. Goodfellow)


Rep. Goodfellow introduced H.B. 155 and explained it to the committee.

MOTION:    Rep. Bush moved to pass the bill out favorably. The motion passed unanimously with Rep. Bowman absent for the vote.

MOTION:    Rep. Hendrickson moved to place H.B. 155 on the Consent Calendar. The motion passed unanimously with Rep. Bowman absent for the vote.

H.J.R. 17    Resolution Creating a Decennial Redistricting Commission (R. McGee)

Rep. McGee introduced H.J.R. 17 and explained it to the committee.

MOTION:    Rep. Hutchings moved to pass the bill out favorably.

SUBSTITUTE
MOTION:    Rep. Hendrickson moved to proceed to the next item on the agenda. The motion passed with Rep. Bush, Rep. McGee, and Rep. Hutchings voting in opposition to the motion.

H.B. 99    Certification of Candidates for Political Offices (N. Hansen)

MOTION:    Rep. Hansen moved to delete in title and body H.B. 99 and replace it with
        1st Substitute H.B. 99. The motion passed unanimously.

Spoke in favor of the bill:    Todd Taylor, Executive Director, Utah Democratic Party

MOTION:    Rep. Hendrickson moved to pass the bill out favorably. The motion failed with Rep. Hansen, Rep. Hendrickson, Rep. McGee, and Rep. Hutchings voting in favor of the motion.

H.B. 150    Poll Watcher and Preservation of Election Date Amendments (J. M. Philpot)

MOTION:    Rep. Newbold moved to delete in title and body H.B. 150 and replace it with 2nd
        Substitute H.B. 150. The motion passed unanimously.

MOTION:    Rep. Hendrickson moved to amend the bill as follows:

1.     Page 3, Line 70:    After line 70, insert, “(d) Any counting poll watcher who violates Subsection (3) (c) is guilty of a class “C” misdemeanor.

2.     Page 4, Line 118:    After line 118, insert, “(d) Any counting poll watcher who violates Subsection (3) (c) is guilty of a class “C” misdemeanor.

3.     Page 6, Line 161:    After line 161, insert “(D) Any counting poll watcher who violates Subsection (2)(d)(i)(C) is guilty of a class “C” misdemeanor.

SUBSTITUTE
MOTION:    Rep. Pace moved to amend the bill as follows:

1.    Page 3, Line 62:    After "have" delete "unrestricted"

MOTION:    Rep. Hutchings moved to adjourn. The motion failed with Rep. Bush, Rep. McGee, Rep. Pace, Rep. Hutchings, and Rep. Ferrin voting in favor of the motion.

SUBSTITUTE
MOTION:    Rep. McGee moved to amend the bill as follows:

1.    Page 3, Line 62:    After "have" delete "unrestricted" and insert "reasonable"

The substitute motion to amend the bill passed with Rep. Aagard, Rep. Bush, Rep. Newbold, and Rep. Ferrin voting in opposition to the motion.

MOTION:    Rep. Hutchings moved to amend the bill as follows:

1.     Page 3, Line 62:    After “access” delete “to” and insert “inside

SUBSTITUTE
MOTION:    Rep. Hendrickson moved to pass the bill as amended out favorably. The motion passed unanimously.
            
MOTION:    Rep. Hutchings moved to adjourn. The motion passed unanimously.
