MOTION: Rep. Bowman moved to approve the minutes of the February 14, 2003 meeting. The motion passed unanimously with Rep. Bigelow, Rep. Bush, Rep. Hendrickson, and Rep. Hutchings absent for the vote.
S.B. 28S1 Initiative Amendments (J. Hickman)
Sen. Hickman introduced S.B. 28 and explained it to the committee.
Spoke in opposition to the bill: Ira Sachs, citizen
Cassie Dippo, Common Cause of Utah
Spoke in favor of the bill: Sterling Brown, Utah Farm Bureau
MOTION: Rep. Bowman moved to pass the bill out favorably. The motion passed unanimously with Rep. Bigelow, Rep. McGee, and Rep. Hutchings absent for the vote.
H.B. 71 State Spending Limitation Amendments (G. Hughes)
Rep. Hughes introduced H.B. 71 and explained it to the committee.
MOTION: Rep. Newbold moved to delete in title and body H.B. 71 and replace it with
1st Substitute H.B. 71, State Appropriations and Tax Limitation Study. The motion passed unanimously with Rep. Bigelow, Rep. McGee, and Rep. Hutchings absent for the vote.
Spoke in favor of the bill: Mike Jerman, Utah Taxpayers Association
Spoke to the bill: Lynne Ward, Governor's Office of Planning and Budget
Rep. Ferrin relinquished the chair to Rep. Hutchings.
MOTION: Rep. Aagard moved to recommend H.B. 71 for interim study. The motion passed with Rep. Hendrickson voting in opposition to the motion and Rep. Ferrin absent for the vote.
MOTION: Rep. Pace moved to return H.B. 71 to the Rules Committee. The motion passed unanimously with Rep. Ferrin absent for the vote.
H.B. 131 Governmental Immunity Amendments (J. Biskupski)
Rep. Ferrin explained previously that Rep. Biskupski had requested that H.B. 131 be returned to the Rules Committee.
MOTION: Rep. Hendrickson moved to return H.B. 131 to the Rules Committee. The motion passed unanimously with Rep. Ferrin absent for the vote.
H.B. 342 Presidential Primary Amendments (M. S. Lawrence)
Rep. Lawrence introduced H.B. 342 and explained it to the committee.
MOTION: Rep. Hansen moved to pass the bill out favorably. The motion passed with Rep. Hendrickson voting in opposition to the motion. Rep. Bigelow, Rep. Bowman, and Rep. Ferrin were absent for the vote.
MOTION: Rep. Bush moved to adjourn. The motion passed unanimously with Rep. Bigelow, Rep. Bowman, and Rep. Ferrin absent for the vote.
