Rep. Ferrin called the meeting to order at 8:10 a.m.

MOTION:    Rep. Pace moved to approve the minutes of the February 20, 2003 meeting. The motion passed unanimously with Rep. Aagard, Rep. Bowman, Rep. Hendrickson, and Rep. Newbold absent for the vote.


H.B. 304    Bond Election Dates (J. M. Philpot)

Rep. Philpot introduced H.B. 304 and introduced it to the committee.

Spoke in opposition to the bill:    Kent Michie, Zion's Bank Public Finance, State Financial Advisor
                    Bruce Funk, Emery County Clerk, Utah Association of Counties    
    
MOTION:    Rep. Hutchings moved to pass the bill out favorably. The motion failed with Rep. Bush, Rep. Hutchings, and Rep. Ferrin voting in favor of the motion.

Rep. Ferrin relinquished the chair to Rep. Hutchings.


H.B. 373    Insurance Law Revisions (J. Ferrin)

Rep. Ferrin introduced H.B. 373 and explained it to the committee.

MOTION:    Rep. Bush moved to pass the bill out favorably. The motion passed unanimously with Rep. Bigelow absent for the vote.

Rep. Ferrin resumed the chair.

Rep. Aagard introduced H.B. 352 and explained it to the committee.

MOTION:    Rep. Pace moved to pass the bill out favorably. The motion passed unanimously with Rep. Bigelow absent for the vote.

MOTION:    Rep. Pace moved to place H.B. 352 on the Consent Calendar. The motion passed unanimously with Rep. Bigelow absent for the vote.


H.B. 333    Government Investment Standards Amendments (B. Goodfellow)

Rep. Goodfellow introduced H.B. 333 and explained it to the committee.

MOTION:    Rep. Newbold moved to pass the bill out favorably. The motion passed unanimously with Rep. Bigelow absent for the vote.

MOTION:    Rep. Hansen moved to place H.B. 333 on the Consent Calendar. The motion passed unanimously with Rep. Bigelow absent for the vote.

        
MOTION:    Rep. Bush moved to adjourn. The motion passed with Rep. McGee voting in opposition to the motion and Rep. Bigelow absent for the vote.
