Rep. Hutchings called the meeting to order at 4:45 p.m.

MOTION:    Rep. Bush moved to approve the minutes of the February 24, 2003 meeting. The motion passed unanimously with Rep. Bigelow and Rep. Newbold absent for the vote.

H.B. 49    Ban on Gifts to Elected Officials (R. Becker)

Rep. Becker introduced H.B. 49 and explained it to the committee.

Spoke in favor of the bill:    Cassie Dippo, Common Cause of Utah
                Sandy Peck, League of Women Voters

MOTION:    Rep. Hansen moved to pass the bill out favorably. The motion passed unanimously with Rep. Bigelow absent for the vote.

Rep. Hutchings relinquished the chair to Rep. Ferrin.


H.B. 294    County Option Funding for Botanical, Cultural, Recreational, and Zoological Organizations or Facilities Amendments (S. Allen)

Rep. Allen introduced H.B. 294 and explained it to the committee.


MOTION:    Rep. McGee moved to amend the bill as follows:

1.    Page 7, Line 201:    After "with" delete "95%" and insert "94.5%"

The motion to amend the bill passed unanimously with Rep. Bigelow absent for the vote.

Spoke in favor of the bill:    Alan Dayton, Deputy Mayor, Salt Lake County                
                Pamela Atkinson, ZAP Reauthorization Committee

Spoke to the bill:    Vaughn Lovejoy, Tree Utah

MOTION:    Rep. Bush moved to pass the bill out favorably.

SUBSTITUTE
MOTION:    Rep. Newbold moved to pass the bill out favorably with the following amendment:

1.     Page 7, Line 208:    After “be distributed to” delete “no more than 23"

The motion failed with Rep. Newbold and Rep. Hutchings voting in favor of the motion.

Rep. Hendrickson declared a conflict of interest.

The original motion to pass the amended bill out favorably passed with Rep. Newbold voting in opposition to the motion.

Rep. Hutchings resumed the chair.

H.B. 347    State Government Retirement Amendments (B. Dee)

MOTION:    Rep. Pace moved to amend the bill as follows:

1.    Page 2, Line 40:    Delete "retired"

2.    Page 2, Line 41:    Delete "board of an association that is"

3.    Page 2, Lines 42-43:    Delete all of lines 42 and 43 and insert:
        "boards of the associations that represent a majority of peace officers."

4.    Page 2, Line 44:    Delete "retired"

5.    Page 2, Lines 46-47:    Delete "retired" and delete "who retired from a system administered by the board"



The motion to amend the bill passed unanimously with Rep. Ferrin absent for the vote.

Rep. Dee introduced H.B. 347 as amended and explained it to the committee.

MOTION:    Rep. Bigelow moved to pass the bill out favorably.

MOTION:    Rep. Hansen moved to amend the bill as follows:

1.    Page 2, Line 36:    After "public employee" insert ", who is not a peace officer or firefighter,"

The motion to further amend the bill passed unanimously.

MOTION:    Rep. Bigelow moved to pass the amended bill out favorably. The motion passed with Rep. Newbold voting in opposition to the motion.


MOTION:    Rep. Newbold moved to adjourn. The motion passed unanimously

The meeting was adjourned by Rep. Hutchings at 6:03 p.m.
