Chair Thompson called the meeting to order at 8:05 a.m.

MOTION:    Representative Mascaro moved to approve the minutes of the January 27, 2003 committee meeting. The motion passed unanimously with Representative Buxton and Representative Lockhart absent for the vote.


H.B. 72    Allocation of Tobacco Fund Money to Children's Health Insurance Program (D. Hogue)

Representative Hogue explained the bill to the committee and distributed a handout.

Speaking in support of the bill were Ms. Karen Compton, Utah Children; Ms. Kim Wirthlin, Assistant Vice President - University of Utah Health Sciences; and Mr. Shane Sadler, Insurance Agent.

Mr. Chad Westover, Director, Children's Health Insurance Program, answered questions of committee members.


MOTION:    Representative Jones moved to pass the bill out favorably. The motion passed unanimously.

S.B. 24    Local Human Services Authorities Amendments (S. Jenkins)

Senator Jenkins explained the bill to the committee.

MOTION:    Representative Litvack moved to pass the bill out favorably. The motion passed unanimously.


S.B. 25    Commitment and Custody of Adults and Minors Amendments (S. Jenkins)

Senator Jenkins explained the bill to the committee.

Ms. Robin Arnold-Williams, Executive Director - Department of Human Services, answered questions of committee members regarding the bill.

MOTION:    Representative Dillree moved to amend the bill as follows:

    Page 1, Line 1:    Delete “ AND
                    Delete “ ADULTS

    Page 1, Line 2:    Delete “ AND

    Page 1, Line 9:    Delete “ adults and

        The motion passed unanimously.

MOTION:    Representative Mascaro moved to pass the bill out favorably as amended. The motion passed unanimously.

MOTION:    Representative Lockhart moved to adjourn the meeting. The motion passed unanimously.

Chair Thompson adjourned the meeting at 8:52 a.m.
