Chair Thompson called the meeting to order at 9:10 a.m.
MOTION: Representative Bird moved to approve the minutes of the February 3, 2003 committee meeting. The motion passed unanimously with Representative
Dillree absent for the vote.
S.B. 80 Adverse Benefit Determination Amendments (P. Knudson)
Senator Knudson explained the bill to the committee.
Ms. Suzette Green-Wright, Utah Health Insurance Department, answered questions of committee members regarding the bill.
MOTION: Representative Jones moved to pass the bill out favorably. The motion passed unanimously.
H.B. 212 Primary Care Network Amendments for General Assistance Recipients
(K. Holdaway)
Representative Holdaway explained the bill to the committee.
Ms.Ilona Zenner, State Program Specialist - Department of Workforce Services, answered questions of committee members.
Speaking in support of the bill were Ms. Judi Hilman, Utah Issues, and Ms. Joanne Anderson, American Association of Retired Persons (AARP).
MOTION: Representative Buffmire moved to pass the bill out favorably. The motion passed unanimously.
S.B. 9 Comprehensive Health Insurance Pool Amendments (G. Davis)
Senator Davis presented the bill to the committee with proposed amendments.
MOTION: Representative Litvack moved to amend the bill as follows:
Page 12, Line 355: After “board” insert “, with approval of the commissioner,”
The motion passed unanimously.

MOTION: Representative Dillree moved to pass the bill out favorably as amended. The motion passed unanimously.
MOTION: Representative Mascaro moved to adjourn the meeting. The motion passed unanimously.
