Chair Thompson called the meeting to order at 9:04 a.m.

MOTION:    Representative Last moved to approve the minutes of the February 5, 2003 committee meeting. The motion passed unanimously with Representative Bird, Representative Jones, Representative Lockhart, and Representative Mascaro absent for the vote.

H.B. 160    Emergency Health Response Amendments (M. Dillree)

Representative Dillree presented the bill to the committee with proposed amendments.

MOTION:    Representative Dillree moved to amend the bill as follows:

1.    Page 7 Line 213:    After "paramedics" insert "required to be" and after "under" insert "Section 26-8a-302" and delete the rest of line 213.

2.    Page 8, Line 214:    Delete "Services System Act"

3.    Page 8, Line 217:    After "under" delete "Subsections (4)(a) and" insert "Subsection (4)"


4.    Page 8, Line 241:    Delete "midwives" and insert "midwife"

5.    Page 8, Line 242:    Delete "therapists" and insert "therapist"

6.    Page 8, Line 243:    Delete "technicians" and insert "technician" and delete "interns" and insert "intern"

7.    Page 10, Line 277:    After line 277 insert "(iii) tuberculosis or latent tuberculosis treatment;"

8.    Page 10, Line 278:    Delete "(iii)" and insert "(iv)" and after "immunization" insert "or medication"

9.    Page 10, Line 279:    Delete "(iv)" and insert "(v)"

    The motion passed unanimously with Representative Mascaro absent for the vote.

Representative Dillree explained the bill to the committee with the assistance of Dr. Robert T. Rolfs, State Epidemiologist.

Ms. Kathy Froerer, Utah Association of Local Boards of Health, spoke in support of the bill.

MOTION:    Representative Buffmire moved to pass the bill out favorably as amended. The motion passed unanimously with Representative Mascaro absent for the vote.

Chair Thompson relinquished the chair to Vice Chair Mascaro.

H.B. 229    Providing Location Information to Noncustodial Parents with Visitation Rights (M. Thompson)

Representative Thompson explained the bill to the committee.

Ms. Emma Chacon, Director - Office of Recovery Services, answered questions of committee members regarding the bill.

Mr. Brian Lamano, Focus, spoke in support of the bill.

MOTION:    Representative Lockhart moved to pass the bill out favorably. The motion passed unanimously with Representative Dillree absent for the vote.

MOTION:    Representative Thompson moved to place the bill on the Consent Calendar. The motion passed unanimously with Representative Dillree absent for the vote.


Chair Thompson resumed the chair.

H.B. 231    Health Care Facility Licensure Amendments
(R. McGee)

Representative McGee explained the bill to the committee with the assistance of Ms. Debra Wynkoop, Director - Bureau of Licensing, Department of Health, and distributed a handout.

Representative Last and Representative Lockhart expressed conflicts of interest with the bill.

Mr. Stephen Unopulos, Legislative Coalition for People With Disabilities, spoke to the bill.

Mr. John K. Hansen, Utah Assisted Living Association, spoke in support of the bill.

MOTION:    Representative Jones moved to pass the bill out favorably. The motion passed unanimously.

MOTION:    Representative Dillree moved to place the bill on the Consent Calendar. The motion passed unanimously.

MOTION:    Representative Last moved to adjourn the meeting. The motion passed unanimously.

Chair Thompson adjourned the meeting at 9:44 a.m.
