Chair Thompson called the meeting to order at 5:10 p.m.

MOTION:    Representative Mascaro moved to approve the minutes of the February 21, 2003 committee meeting. The motion passed unanimously with Representative Buffmire, Representative Jones, Representative Last, and Representative Litvack absent for the vote.


H.B. 126    Medicaid Benefit Amendments (R. Lockhart)

Representative Lockhart presented the bill to the committee and proposed a substitute to the bill.

MOTION:    Representative Lockhart moved that 1st Substitute H.B. 126 replace H.B. 126. The motion passed unanimously with Representative Jones, Representative Last, and Representative Litvack absent for the vote.

Representative Lockhart explained the substitute bill to the committee.


Ms. Barbara Boner, Novartis; Ms. Tina Johnson, Legislative Coalition for People With Disabilities; and Mr. Kelly Atkinson, Executive Director - Utah Health Insurance Association, spoke in support of the bill.

MOTION:    Representative Buffmire moved to pass the substitute bill out favorably. The motion passed unanimously with Representative Jones absent for the vote.


S.B. 121    Federal Health Insurance Portability and Accountability Act Compliance Amendments (P. Knudson)

Senator Knudson explained the bill to the committee.

MOTION:    Representative Lockhart moved to pass the bill out favorably. The motion passed unanimously.


MOTION:    Representative Buffmire moved to adjourn the meeting. The motion passed unanimously.

Chair Thompson adjourned the meeting at 5:39 p.m.
