Chair Bowman called the meeting to order at 2:13 p.m.

MOTION:    Rep. Harper moved to approve the minutes of the January 21, 2003 meeting. The motion passed unanimously, with Rep. Aagard, Rep. Jones, and Rep. Morley absent for the vote.

H.B. 172    Background Investigations of Peace Officer Candidates (L. Pace)

Explained the bill:    Rep. Pace

Spoke for the bill:    Ken Wallentine, Utah Peace Officer's Association

MOTION:    Rep. Parker moved to pass the bill out favorably. The motion passed unanimously, with Rep. Harper absent for the vote.

H.B. 173    Motor Vehicle Operator Fleeing a Peace Officer (T. McCartney)

MOTION:    Rep. Bourdeaux moved to pass the bill out favorably. The motion passed unanimously, with Rep. Harper absent for the vote.

MOTION:    Rep. Morley moved that the bill be placed on the consent calendar. The motion passed unanimously, with Rep. Harper absent for the vote.

MOTION:    Rep. Aagard moved to amend the bill as follows:

1.    Page 1, Line 17:    Reinstate "or"

2.    Page 1, Line 18:    Reinstate "causes or"

3.    Page 1, Line 18:    After "causes" and before "or" insert "bodily injury to another"

4.    Page 1, Line 19:    Reinstate "." and delete "; or"

5.    Page 1, Line 20:    Delete Lines 20 and 21 entirely.
