Chair Bowman called the meeting to order at 8:13 a.m.

MOTION:    Rep. Parker moved to approve the minutes of the January 30, 2003 meeting. The motion passed unanimously, with Rep. Bourdeaux, Rep. Harper, Rep. Litvak, Rep. Morley, and Rep. Wallace absent for the vote.

Chair Bowman relinquished the chair to Vice Chair Aagard.

H.B. 94    Utah Controlled Substances - Extraction and Reduction Labs (D. Bowman)

MOTION:    Rep. Bowman moved to amend the bill as follows:

1.    Page 4, Line 113:    Reinstate "shall" and delete "may"

2.    Page 4, Line 114:    Reinstate "shall" and delete "may"

3.    Page 4, Line 115:    Reinstate "shall" and delete "may"

The motion passed unanimously, with Rep. Bourdeaux, Rep. Harper, Rep. Morley, and Rep. Wallace absent for the vote.

Explained the bill:    Rep. Bowman
                Colleen K. Coebergh, Utah Attorney General's Office, Meth. Unit

MOTION:    Rep. Harper moved to pass the bill out favorably as amended. The motion passed unanimously, with Rep. Morley absent for the vote.


MOTION:    Rep. Wallace moved that the bill be placed on the consent calendar. The motion passed unanimously, with Rep. Morley absent for the vote.

Vice Chair Aagard relinquished the chair to Chair Bowman.

H.B. 209    Sentencing for Use of Dangerous Weapon (G. Hughes)

MOTION:    Rep. Parker moved to amend the bill as follows:

1.    Page 2, Line 41:    After "Subsection" bracket "23-20-4"

The motion passed unanimously, with Rep. Morley absent for the vote.

MOTION:    Rep. Harper moved to pass the bill out favorably as amended. The motion passed unanimously.

MOTION:    Rep. Christensen moved that the bill be placed on the consent calendar. After discussion, the motion was withdrawn.

H.B. 210    Sexual Abuse of a Child Amendments (M. Thompson)

Explained the bill:    Ron Gordon, Director of the Utah Sentencing Commission

Rep. Bourdeaux declared a conflict of interest.

MOTION:    Rep. Bourdeaux moved to pass the bill out favorably. The motion passed unanimously.

H.C.R. 8    Resolution Supporting Hill Air Force Base (M. Stephens)

Explained the bill:    Rep. Stephens

MOTION:    Rep. Jones moved to pass the resolution out favorably. The motion passed unanimously.

MOTION:    Rep. Wallace moved to adjourn the meeting. The motion passed unanimously.
