Rep. Buttars called the meeting to order at 8:06 a.m.

MOTION:    Rep. Noel moved to approve the minutes of January 22, 2003. The motion passed unanimously with Rep. Biskupski, Rep. Donnelson, Rep. Johnson, Rep. Styler, and Rep. Ure absent for the vote.

Rep. Buttars relinquished the chair to Rep. Peterson.


H.B. 18    Dealers in Agricultural Products (C. Buttars)

Rep. Buttars introduced H.B. 18 and explained it to the committee.

Spoke in favor of the bill:    Wes Quinton, Utah Farm Bureau

Spoke to the bill:    Cary Peterson, Utah Department of Agriculture & Food

MOTION:    Rep. Dayton moved to pass the bill out favorably. The motion passed unanimously with Rep. Johnson, Rep. Styler, and Rep. Ure absent for the vote.




Rep. Buttars resumed the chair.


S.B. 36    Mineral Lease Fund Amendments (B. Evans)


Sen. Evans introduced S.B. 36 and explained it to the committee.

MOTION:    Rep. Gowans moved to pass the bill out favorably. The motion passed unanimously with Rep. Styler absent for the vote.


H.B. 188    State Park Fee Amendments (B. Johnson)

Rep. Johnson introduced H.B. 188 and explained it to the committee. He was assisted by Steve Roberts, Division of State Parks & Recreation.

Rep. Donnelson declared a conflict of interest.

MOTION:    Rep. Cox moved to pass the bill out favorably. The motion passed unanimously with Rep. Styler absent for the vote.


H.C.R. 6    Resolution Urging Approval Process Required Before Federal Wild and Scenic River Designation (B. Johnson)

Rep. Johnson introduced H.B. 188 and explained it to the committee.

MOTION:    Rep. Johnson moved to amend the bill as follows:

Page 2, Line 34:    After “Interior,” insert “the United States Department of Agriculture,”

The motion to amend passed unanimously with Rep. Styler absent for the vote.

Spoke in favor of the bill:    Greg Fredde, Utah Mining Association

MOTION:    Rep. Cox moved to pass the resolution out favorably. The motion passed unanimously.




H.B. 42    Water User Notification Amendments (M. Styler)


Rep. Styler introduced H.B. 42 and explained it to the committee. He was assisted by Jerry Olds, Utah Division of Water Rights.

MOTION:    Rep. Gowans moved to pass the bill out favorably. The motion passed unanimously.
