Rep. Peterson called the meeting to order at 8:10 a.m.

MOTION:    Rep. Buttars moved to approve the minutes of January 28, 2003. The motion passed unanimously with Rep. Anderson, Rep. Cox, Rep. Gowans, and Rep. Johnson absent for the vote.

H.B. 202    Utah Energy Office Amendments (S. Urquhart)

Rep. Urquhart introduced H.B. 202 and explained it to the committee. He was assisted by Thomas Brill, Director, Utah Energy Office.

MOTION:    Rep. Dayton moved to pass the bill out favorably. The motion passed unanimously with Rep. Cox and Rep. Gowans absent for the vote.

MOTION:    Rep. Ure moved to place H.B. 202 on the Consent Calendar. The motion passed unanimously with Rep. Cox and Rep. Gowans absent for the vote.




H.B. 192    Oversight of Utah Climate Center by Utah State University (B. Ferry)

Rep. Ferry introduced H.B. 192 and explained it to the committee. He was assisted by Don Jensen, State Climatologist, Utah Climate Center, and Kevin Eubank, KUTV weatherman.

Spoke in favor of the bill:    Paul Rasmussen, Utah State University
                    Kyle Stephens, Utah Department of Agriculture & Food
                    Wes Quinton, Utah Farm Bureau

MOTION:    Rep. Cox moved to pass the bill out favorably. The motion passed with Rep. Anderson voting in opposition to the motion.


H.B. 198    Expansion of Access to Fish and Game Opportunities (S. Clark)


Rep. Clark introduced H.B. 198 and explained it to the committee. He was assisted by Kevin Conway, Division of Wildlife Resources, and Martin Bushman, Assistant Attorney General, Division of Wildlife Resources.

MOTION:    Rep. Johnson moved to pass the bill out favorably. The motion passed unanimously.

MOTION:    Rep. Ure moved to place H.B. 198 on the Consent Calendar. The motion passed unanimously.


MOTION:    Rep. Buttars moved to adjourn. The motion passed unanimously.
